About The Position

The Systems Software Programmer will play a key role in developing, modernizing, and supporting Human Resources and administrative systems for a government healthcare agency. The role focuses on Angular-based application development, backend integration, and DevOps practices to ensure secure, scalable, and efficient system delivery.

Requirements

  • 3+ years of experience with Angular, PrimeNG, TypeScript, JavaScript, HTML, CSS
  • 3+ years of experience developing REST APIs using ASP.NET Core
  • Strong understanding of modern web application architecture
  • 3+ years of experience with Microsoft SQL Server including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting
  • 3+ years of experience with DevOps practices
  • 3+ years of experience creating technical documentation
  • 5+ years of experience with manual AND automated system testing throughout SDLC
  • Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g. HIPAA)

Nice To Haves

  • Experience with manual & automated testing
  • Familiarity with Power BI / reporting systems
  • Exposure to Azure or cloud technologies
  • Experience with SharePoint or collaboration tools
  • Knowledge of security frameworks (NIST, HIPAA, CJIS)

Responsibilities

  • Application Development & Support
  • Develop and maintain applications using Angular, TypeScript, JavaScript, HTML, and CSS
  • Analyze existing systems and identify modernization opportunities
  • Build scalable, secure, and high-performance solutions
  • Support full SDLC lifecycle (design, development, testing, deployment, maintenance)
  • Backend & Integration Development
  • Develop and maintain RESTful APIs using ASP.NET Core
  • Ensure seamless integration with enterprise systems (e.g., SCEIS and other platforms)
  • Maintain data integrity and consistency across systems
  • DevOps & Testing
  • Design and maintain CI/CD pipelines
  • Perform unit, integration, regression, and automated testing
  • Support deployments, code reviews, and system upgrades
  • Ensure secure and stable releases
  • Data, Reporting & Performance
  • Support reporting systems and data pipelines (Power BI or similar)
  • Troubleshoot and resolve data inconsistencies
  • Optimize system performance and reliability
  • System Modernization
  • Refactor legacy applications and migrate to modern frameworks
  • Automate manual workflows to improve efficiency
  • Participate in system upgrades and transformation initiatives
  • Collaboration & Documentation
  • Work with HR, Finance, IT, and business stakeholders
  • Translate business requirements into technical solutions
  • Maintain technical documentation, APIs, and system architecture
  • Contribute to Agile ceremonies, sprint planning, and design discussions
  • Security & Compliance
  • Ensure compliance with state and federal security standards (NIST, HIPAA, FISMA)
  • Follow IT policies related to data protection and system security
  • Support secure application development practices
