About The Position

SYSTEM OPERATOR II – Region 9 Kapsch TrafficCom is seeking highly motivated, detail-oriented individual to join our team at the Region 9 Transportation Management Center (TMC) in Binghamton, NY. The System Operator II is responsible for monitoring traffic conditions, coordinating incident response, and ensuring the efficient operation of the TMC. This role requires detailed familiarity with TMC daily operations, tools, and systems. Operators must understand communications protocols, be knowledgeable about the locations and purposes of all Intelligent Transportation System (ITS) elements and be capable of independently following established procedures and direction. A System Operator II is expected to maintain strong familiarity with regional roadways and the location of all Region 9 ITS elements. The operator will independently operate the TMC’s Advanced Traffic Management Systems (ATMS), receive and coordinate departmental responses to roadway concerns, and work with NYSDOT maintenance crews during snow and ice operations. The System Operator II is responsible for maintaining accurate records of incidents, roadway concerns, and call logs in both paper and electronic formats. Operators II serve as the Quality Assurance/Quality Control (QA/QC) authority within the TMC, ensuring the accuracy, completeness, and reliability of operational information, reports, and communications in accordance with TMC policies and guidelines. ORGANIZATIONAL RELATIONSHIPS: Reports to the System Operator III, Consultant Project Manager and the NYSDOT TMC Director.

Requirements

  • Associate degree or higher; OR Minimum of 60 college credit hours (transcripts required), including courses supporting oral, written, and computer/software Knowledge, Skills, and Abilities (KSAs); OR Two years of full-time employment meeting the qualifying experience, AND Must possess a valid driver’s license.
  • Strong oral and written communication skills
  • Computer proficiency, including Microsoft Office applications and spreadsheets
  • Ability to work effectively with co-workers and NYSDOT staff
  • Ability to read and use roadway maps and knowledge of roadway elements, specifically local roadways
  • High attention to detail with strong organizational and record-keeping abilities
  • Ability to multitask and prioritize in a fast-paced, time-sensitive environment
  • Experience in one or more of the following areas: Operations Dispatching with agencies such as: Transportation (DOT, trucking, tow, transit, rail) Fire, Police, EMS, 911 operations Military First responder or military experience TMC operations experience CCTV monitoring for: Federal/state/city government agencies State gaming commissions Alarm/security companies Customer service call center experience Supervisory or management experience
