About The Position

The SVP Government Relations is responsible for developing and executing the Bank’s federal and state government relations strategy to support and advance the Bank’s mission, strategic objectives, and long-term institutional priorities. This role serves as a key advisor to executive leadership on legislative and regulatory matters and plays a critical role in protecting the Bank’s interests and ensuring alignment with evolving public policy and regulatory environments. The SVP builds and maintains strategic relationships with policymakers, regulators, industry associations, and key external stakeholders, and represents the Bank in legislative and regulatory matters. This role monitors legislative and regulatory developments, assesses potential impacts to the Bank, and leads advocacy efforts to support favorable policy outcomes. This position reports directly to the Chief Executive Officer and serves as the Bank’s senior leader responsible for government relations strategy execution and legislative advocacy.

  • Bachelor’s degree in political science, public policy, public administration, communications, business, or a related field required.
  • Minimum of fifteen (15) years of progressive professional experience in government relations, public policy, legislative affairs, regulatory affairs, or related experience. Significant leadership experience within the Farm Credit System, including roles involving legislative engagement, advocacy, external affairs, or institutional representation, will be considered fully qualifying experience for this requirement.
  • Demonstrated experience working with federal and state legislative and regulatory bodies.
  • Proven ability to develop and execute advocacy strategies and influence policy outcomes.
  • Experience working with trade associations, policymakers, and regulatory agencies required.

Responsibilities

  • Government Relations Strategy and Execution
  • Develop and execute comprehensive federal and state government relations strategies aligned with the Bank’s business objectives and strategic priorities.
  • Monitor legislative and regulatory developments at the federal and state levels and assess their potential impact on the Bank and its stakeholders.
  • Provide strategic analysis and recommendations to executive leadership regarding legislative, regulatory, and public policy developments.
  • Support the advancement of the Bank’s legislative and regulatory priorities through effective advocacy and engagement.
  • External Representation and Stakeholder Engagement
  • Serve as a key representative of the Bank in associations, industry councils, and external forums to support the Bank’s strategic interests.
  • Serve as an authorized representative of the Bank in legislative, regulatory, and public policy matters, communicating the Bank’s positions and advancing its advocacy priorities with policymakers, regulators, and industry stakeholders.
  • Represent the Bank in interactions with members of Congress, congressional staff, federal and state regulatory agencies, trade associations, and other external stakeholders.
  • Serve as Treasurer of the Tenth District Farm Credit Council, fulfilling fiduciary and governance responsibilities, supporting financial oversight, and reporting activities, and ensuring alignment between Council initiatives and the Bank’s legislative and strategic priorities.
  • Establish and maintain strong, credible relationships with policymakers, regulators, industry leaders, and advocacy organizations.
  • Coordinate and support executive engagement with federal and state policymakers, including congressional meetings, legislative visits, and advocacy events, ensuring alignment with the Bank’s legislative priorities and strategic objectives.
  • Advocacy and Policy Leadership
  • Lead and coordinate advocacy initiatives that support the Bank’s legislative and regulatory priorities.
  • Lead Political Action Committee fundraising efforts and engagement strategies within the Bank’s regional and national advocacy framework, strengthening stakeholder participation and supporting the Bank’s legislative and regulatory priorities.
  • Maintain accountability for the Bank’s compliance with all federal and state lobbying disclosure, reporting, and political activity requirements, ensuring adherence to applicable laws, regulatory standards, and internal governance policies.
  • Lead and coordinate grassroots advocacy efforts across the district, partnering with District Legislative Officers, field leadership, and key stakeholders to strengthen legislative engagement and support the Bank’s advocacy priorities.
  • Cross-Functional Collaboration and Advisory
  • Partner with executive leadership, legal, compliance, and communications teams to ensure alignment on legislative and regulatory strategy.
  • Provide subject matter expertise and strategic guidance to senior leadership on public policy matters affecting the Bank.
  • Support enterprise risk management efforts by identifying legislative and regulatory risks and opportunities.
  • Contribute to strategic planning initiatives by providing insight into regulatory and legislative trends.
  • Vendor and Consultant Management
  • Manage relationships with external lobbying firms, consultants, and advisors to support the Bank’s advocacy objectives.
  • Ensure external partners are aligned with the Bank’s strategic priorities and advocacy positions.
  • Monitor performance and effectiveness of external advocacy efforts
