About The Position

The Senior Community Programs Analyst position is devoted to providing outreach, community engagement, program support, administration and management, investigations and related services not found in other job families to facilitate positive delivery of community services. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. As assigned, work may include program administration of the complex work; performing advanced professional analyses and recommendations; providing technical assistance and addressing escalated issues; preparing and presenting graphic, sensitive and narrative reports; coordinating services with external organizations; and making sensitive complex presentations to diverse audiences. Incumbents assigned to community engagement/relations, develop and oversee community outreach, education, and initiatives including objective setting; conduct project management; consult with City and external agency personnel; develop and present training programs; and design and develop tools. A Senior Community Programs Analyst is assigned to youth services, provide administrative and technical support including developing and maintaining databases; assisting in the annual budget process; creating promotional materials; and attending advisory committee meetings. As assigned a Senior Community Programs Analyst may serve as a lead worker, assigning work and monitoring work completion or supervising paraprofessional and support level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Project manages third party private contractors who deliver workforce development services.

Requirements

Bachelor's degree or equivalent in business or public administration or directly related field
Five years of professional program administration and/or analytical experience in area of assignment.

Responsibilities

Plans and implements program improvements
Assists with resolving public policy and other high-visibility and complex issues.
Administers procurement processes
Assists with preparing and managing budgets including monitoring expenditures, assessing needs, reviewing and/or approving payment requests, and monitoring inventory levels
Researches, analyzes, and reports on financial and operational information
Prepares cost estimates and financial forecasts
Makes budget and procurement recommendations.
Plans and coordinates the preparation of and/or prepares, maintains, reviews, and submits operational, financial, grant-related, and other reports, records, files, contracts, applications, proposals, communication and marketing materials, agendas, and other documents
Oversees the maintenance of websites and databases
Coordinates data collection and analysis processes
Researches, compiles, analyzes, and presents information
Reviews work and the work of others for accuracy, completeness, and compliance with applicable regulations, policies, and procedures.
