Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County, Florida. The Engineering Division manages the Capital Improvement Program for water, wastewater, reclaimed water, and solid waste projects. The division also reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual. The Engineering Division is seeking a highly qualified individual to fill the position of 'Surveyor and Mapper II' for the Utilities Engineering Division. This position is responsible for performing advanced surveying and mapping work. An employee assigned to this classification is responsible for more complex and diverse projects. The primary purpose of this position is to provide survey review assistance for submittals by developers' engineers and for CIP projects. Submittals consist of easements, plats, and tracts for utilities facilities and infrastructure. This position performs various high-level tasks related to review of legal descriptions, sketches, boundary surveys, right-of-way maps and other related documents. In addition, this position performs calculations and computer operations as needed to perform certified surveys of all kinds.

Responsibilities

  • Performs advanced surveying and mapping work with some supervisory responsibilities.
  • Reviews materials, drawings, closure reports, and other project documents to ensure they meet standards set by the Orange County Utilities Engineering Division (OCU) and the Orange County Real Estate Management Division.
  • Reviews legal descriptions and sketches for completeness and accuracy, and identifies any discrepancies, and provides necessary plots.
  • Coordinates with internal and external stakeholders on real estate needs, manages changes, corrections, and resubmittals, and ensures effective communication at all stages.
  • Reviews Boundary and Topographic Surveys to ensure compliance with Florida Survey Standards of Practice/Minimum Technical Standards, ALTA/ACSM Standards, and Orange County Real Estate Management requirements.
  • Reviews and performs quality control of horizontal and vertical coordinates for property corners.
  • Plots legal descriptions to depict site geometry and verify proper closure as required.
  • Maintains OCU's Real Estate tracking databases.
  • Conducts research on Public Records to track and report recorded plats having tracts and easements being dedicated to OCU.
  • Reviews Title Work of easements and property to determine location and adequacy.
  • Reviews, comments on, and prepares Approval Memos for Lift Station Surveys and Sketches of Descriptions (SODs).
  • Reviews, processes, and documents proposed annexations, petitions to vacate, and requests for surplus.
  • Conducts thorough checks on baselines, survey controls, and coordinate details to ensure submittals meet standards for completeness and accuracy.
  • Approves legal descriptions, sketches, boundary surveys, right-of-way maps and other related documents.
  • Performs calculations and computer operations as needed to review surveys of all kinds.
  • Performs other related duties as assigned.

Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in Surveying and Mapping, Geomatics, Engineering, Geography or other closely related field and four (4) years of relevant experience.
  • Licensed by the Florida State Board of Professional Surveyors and Mappers as a Professional Surveyor and Mapper.

Nice-to-haves

  • Experience in reviewing legal descriptions, sketches, boundary surveys, right-of-way maps and other related documents.
  • Work experience in project coordination and written communications.
  • Strong command of the Microsoft Office Suite, including Word, Excel, Access, & Outlook.
  • Knowledgeable of AutoCAD.
  • Knowledgeable of Utilities water, wastewater, and reclaimed water infrastructure assets.
  • Proficient in GIS.
  • Must be able to learn specialized permitting software.
  • Previous experience working with city, county, or state entities.
  • Previous experience working with the County's Real Estate Management division.
  • Proficiency in databases and document management systems.
