About The Position

This position will review surveying and mapping projects for quality assurance. In addition, this position includes the preparation of exhibits, legal descriptions, and other surveying and mapping products. This position should also make sure all surveying and mapping projects comply with statute, rule, procedure and standards as set by the Department and the State of Florida. Requirements

  • Knowledge of: Land surveying procedures and minimum standards in accordance with Chapter 5J-17, Florida Administrative Code, pursuant to Chapter 472.027, Florida Statutes, as well as mapping terminology and preparation.
  • Department approved CADD and Coordinate Geometry software programs, including Geopak and Microstation.
  • Statute requirements governing surveying and map preparation.
  • The use of personal computers.
  • Skills in: Coordinate Geometry computations.
  • Prioritizing work assignments.
  • Utilizing electronic survey equipment, as well as processing and reviewing electronic survey data.
  • Project research and information gathering.
  • Verbal and written communication.
  • Ability to: To analyze deeds and maps, determine position and plot property ownership lines, interpret and put into practical use data contained in map preparation manuals.
  • Track and maintain projects for schedule adherence.
  • Work independently as well as in a team environment.
  • Effectively negotiate survey and mapping services.
  • Establish and maintain effective working relationships with others.
  • This position requires registration as a Professional Surveyor & Mapper in accordance with Florida Statute 472.

Responsibilities

  • Performs Quality Assurance reviews of control surveys, right of way maps, parcel sketches, and other right of way related surveys and maps prepared by in-house and consultant staff. staff. Ensures proper judgment has been used in establishing correct property boundaries in accordance with the intent of the deed of record. Checks geometric accuracy and completeness, verifies adherence with Chapter 472 Florida Statutes, Minimum Technical Standards Chapter 5J17 Florida Administrative Code, Department policies and procedures, including compliance with Computer Aided Drafting & Design (CADD) standards.
  • Analyzes complex surveys and products delivered by consultants utilizing Department supported design, and surveying and mapping software. Consultant products may include, survey databases, digital terrain models, baseline, and any survey information necessary for production of a design project. Ensures that all surveying products and data meet the minimum technical standards, as set forth in Rule 5J17 Florida Administrative Code, as well as Department standards.
  • Assists in the preparation of Right of Way Control Surveys and Right of Way Maps for in-house projects. Ensures adherence with Chapter 472 Florida Statutes, Minimum Technical Standards Chapter 5J17 Florida Administrative Code, Department policies and procedures, including compliance with CADD standards. Signs and seals survey maps as required. Prepares and certifies legal property descriptions. Reviews consultant prepared legal property descriptions.
  • Researches existing records for upcoming projects such as, right of way maps, survey field books, construction plans, and deeds for use in determining scope of services for consultant and in-house surveying and mapping services. Responds to public inquiries and requests pertaining to surveying and mapping information.
  • Coordinates with in-house customers such as design, drainage, structures, geotechnical, utilities, maintenance, construction, project management, consultant engineers, and surveyors, to determine project objectives, scope of survey and mapping work, deliverables, and set schedule for contract assignments. Determines survey and mapping staff hour estimates, reviews consultant surveyors staff hour proposals, and negotiates project specifics and work efforts. Attends office and field project meetings such as scope of services, oral presentations, pre-negotiations, scope negotiations, kick-off meetings, field reviews, map reviews, and/or project progress meetings.
  • Establishes survey alignments and right of way boundaries for electronic design survey files. Reviews information on consultant design surveys and coordinates modifications as needed. Ensures alignment and right of way limits are rectified against horizontal and vertical control data that has been collected in the field and loaded in a survey database. Compares right of way maps with roadway plans to verify limits of construction and right of way requirements are consistent.
  • Coordinates the preparation of expert testimony regarding survey matters, including the preparation of exhibits for use in condemnation cases. Serves as expert witness at court proceedings, as required. Identifies parcels under field review by a jury.
  • Performs survey calculations for in-house survey crews. Trains in-house survey crews in all of the new technologies and survey methodologies. Trains staff in the effective use of CADD equipment and related software for the preparing, revising, and reviewing of survey drawings, maps, and legal descriptions.
  • Authorizes contract invoice transmittal (CITS) for payment of consultant services, program workload for future fiscal years and program consultant budgets. Prepares time extensions and supplemental agreements to consultant contracts when necessary. Evaluates consultants on performance and management.
  • Ensures the review, management, archive, and delivery of all consultant and in-house survey data, aerial imagery, and lidar data for work program projects. Reviews in-house surveys to ensure conformity to all applicable standards and procedures.
