About The Position

This job posting is for the SUPTRS Budget Analyst position with the Division of Mental Health, Developmental Disabilities and Substance Use Services (DMHDDSUS)/Business and Financial Operations section. The position will assist the Budget Manager at DMHHDDSUS in all day-to-day budget functions for the SUPTRS Block Grant Funding. The purpose of the SUPTRS Budget Analyst position is responsible for supporting the Substance Use Prevention, Treatment & Recovery Services (SUPTRS) Block grant by providing detailed budget analysis, budget revisions, fiscal monitoring, and compliance oversight. This position will review allocations, FSRs, contract budgets, and coding for accuracy. It will also analyze, forecast, and reconcile grant requirements and receipts to ensure compliance with federal and state funding rules, while working closely with program staff, Grants and Contracts, and Business & Financial Operations leadership. This position will perform other federal and state grant(s) duties as needed.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.

Nice To Haves

  • Proficiency in Excel and familiarity with NCFS, IBIS and OSBM processes, and grant reporting systems preferred.
  • Considerable knowledge of office procedures, organizational hierarchy, and quality assurance to assure adherence to set procedures and guidelines.
  • Strong analytical skills, attention to detail, and ability to interpret federal and state fiscal guidelines.
  • Experience in budgeting, grant management, or financial analysis (state government experience preferred).
  • Ability to communicate effectively with internal and external stakeholders.
