About The Position

The Installation Property Book Supply Technician plays a vital role in ensuring the proper management and accountability of all property and equipment within a military installation. This position is responsible for maintaining accurate records, overseeing supply operations, and ensuring compliance with all applicable regulations.

Requirements

  • Must have a minimum of two (2) years of related experience in property book or unit supply operations.
  • Experience and knowledge base must be equivalent to the skill set of a Military Occupational Specialty (MOS) 92Y (Unit Supply Specialist) at skill level 2, 3, or 4.
  • Hands-on experience using Logistics Information Systems (LIS) such as: Global Combat Support System-Army (GCSS-Army)
  • Army Enterprise Systems Integration Program (AESIP)
  • Decision Support Tool (DST)
  • General Fund Enterprise Business System (GFEBS)
  • Force Management System Website (FMS Web)
  • Proven experience in establishing and maintaining document registers and performing transactions for hand receipt holders in GCSS-Army.
  • Experience preparing and processing key supply documents such as Administrative Adjustment Reports (AAR), Financial Liability Investigations of Property Loss (FLIPL), and various issue/turn-in forms.
  • Demonstrated ability to facilitate, observe, and validate monthly sensitive item inventories and semi-annual inventories.
  • Experience assisting hand receipt holders with property book reconciliations, adjustments, and management in accordance with the Command Supply Discipline Program (CSDP).
  • Must be a U.S. Citizen or a U.S. Permanent Resident for more than three (3) years to meet eligibility requirements for a National Agency Check with Inquiries (NACI) and a Common Access Card (CAC).
  • Must be a minimum of 18 years of age.
  • Must be able to pass all pre-employment screenings, including a background check and a post-offer drug screen.
  • High school diploma or equivalent is required.
  • Must have a military background equivalent to MOS 92Y (Unit Supply Specialist) at skill level 2, 3, or 4.
  • Must possess a valid state driver's license.
  • Must possess strong organizational skills and the ability to multi-task.
  • Must be computer literate.
  • Must possess good communication skills, including the ability to read, write, and speak English effectively.
  • Must have a strong working knowledge of GCSS-Army, AESIP, and DST

  • GCSS-Army Certified is highly preferred.

Responsibilities

  • Property Accountability: Serve as the primary advisor on all matters related to property accountability. Ensure 100% accountability of all property is maintained and that all authorized equipment is on hand, on order, or properly accounted for.
  • Authorization and Allowance Management: Understand and manage various property authorization documents (e.g., TDA, CTA, GFE, TADSS) and possess a strong knowledge of Line Item Numbers (LINs) and substitute items (SUBILO). Regularly verify that all items are correctly aligned to the proper Property Book Item Code (PBIC) and Type Authorization Code (TAC) using logistics systems and reports like the Material Comparison report.
  • Hand Receipt Management: Establish and maintain automated and manual records for hand receipt holders in GCSS-Army. Assist hand receipt holders with managing their property books, including merging, splitting, and transferring property and turning in property.
  • Transaction Processing: Prepare and process all necessary supply documentation, such as Lateral Transfers, Administrative Adjustment Reports, Financial Liability Investigations of Property Loss, Statement of Charges and issue/turn-in requests.
  • Inventory Management: Facilitate and validate all required inventories, including monthly sensitive item inventories and semi-annual inventories, ensuring all records are accurate and up-to-date.
  • Logistics Systems Management: Utilize logistics systems such as Global Combat Support System-Army (GCSS-Army), Army Enterprise Systems Integration Program (AESIP), Decision Support Tool (DST), Force Management System Website (FMS Web) to manage property records and transactions.
  • Budget and Procurement: Assist in determining equipment requirements, coordinate with the Resource Management Office (RMO) for funds, and utilize the General Fund Enterprise Business System (GFEBS) and Government Purchase Card (GPC) requisitions to procure items.
  • Compliance and Reporting: Ensure all supply operations comply with Army regulations and the Command Supply Discipline Program (CSDP). Prepare and submit production reports based on compiled data as required.
