About The Position

This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations. HII designs, develops, integrates and manages the sensors, systems and other assets necessary to support integrated ISR operations and accelerated decision-making. With data fusion and mission management capabilities for the Department of Defense, the combatant commands and the intelligence community, HII advances the mission around the globe. HII-Mission Technologies is seeking a Supply Chain Risk Management Intelligence Analyst to serve in The Office of National Security (ONS), within the Immediate Office of the Secretary at the U.S. Department of Health and Human Services (HHS), which manages Department-wide programs and provides oversight, policy direction, standards, and performance assessments in the areas of counterintelligence, intelligence, insider threat, cyber threat intelligence, information security, national personnel security, homeland security, and the safeguarding of classified information.

Requirements

  • 5 years relevant experience with Bachelors in related field; 3 years of experience with Masters in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Excellent technical writing skills to include spelling, grammar, and punctuation.
  • Must be proficient in Microsoft Office Suite.
  • Strong verbal communication skills and the ability to work with others.
  • Familiarity with Security Classification Guides (SCGs) and Classification Management Tool (CMT).
  • Working knowledge of Adobe Acrobat.
  • Active TS/SCI clearance.
  • 1-3 years’ experience in technical writing or editing with at least one year working in the Intelligence Community.
  • Possess an understanding of adversarial nation-state actors and non-state actors that frequently target the US commercial ecosystem.
  • Possess an understanding of the US biotechnology industry and risks specific to it.

Responsibilities

  • Conduct due diligence on prospective suppliers to HHS to screen for national security risks
  • Leverage knowledge of common business practices (i.e., Mergers and acquisitions, start-up funding, etc.) to screen for risk in suppliers.
  • Identify and assess potential threat information, recommend mitigation efforts, and incorporate findings into formal reports.
  • Conduct analysis in support of operational activities to assemble, correlate, evaluate and assess information concerning counterintelligence and intelligence threats against personnel, programs, information systems and/or facilities.
  • Analyze information received to identify intelligence gaps and specify collection requirements to answer these gaps via appropriate collection means.
  • Support counterintelligence and intelligence inquiries under the direction of the counterintelligence team lead.
  • When appropriate, prepare intelligence information reports.
  • Preserve the chain of custody of evidence received while supporting counterintelligence inquiries, to include but not limited to IT audit data and findings, using proper physical, operational, and information security measures.
  • Evaluate threats to emerging technology under development within an enterprise, experience with Research, Development and Acquisitions (RDA) counterintelligence analysis preferred.
  • Conduct counterintelligence briefings to personnel as required.
