In coordination with Project Management and the Client Team, this position develops bid and award negotiation strategies, allocating decision-making authority and task responsibilities to appropriate subordinates while effectively utilizing personnel, skills, and resources. This role ensures compliance with all applicable statutes, FAR requirements, and contract terms and conditions. The position requires maintaining a strong level of technical and professional knowledge and remaining current on industry trends. Decisions are made after evaluating alternative courses of action based on logical assumptions, factual information, available resources, constraints, and company values.

Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Must have an active (or ability to obtain and maintain) TS/SCI with Polygraph clearance
  • Must have previous experience with Supply Chain and Contracts Management in the Government sector.
  • Must have previous Leadership experience managing direct reports that are geographically dispersed.
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Presentations to program and client on a regular basis
  • Proactively manage change and provide continuous improvements that are realistic and achievable

Responsibilities

  • Leads procurement and subcontracting activities on large projects
  • Formulates contracting strategy for individual contracts
  • Identifies applicable laws and regulations in Prime Contracts and determines required flow-down clauses to the supply base
  • Administers moderately large and complex contracts directly and/or through subordinate contract administrator(s)
  • Negotiates contract terms and conditions; analyzes commercial proposal sections; and coordinates technical scopes of work with all project disciplines, including project controls, legal, construction, engineering, finance/accounting, and clients
  • Participates in proposal development activities, including preparing responses, evaluations, contract recommendations, and presentations to project teams and/or clients
  • Manages post-award contract activities, including contractor productivity, schedule adherence, change management, invoicing, and claims avoidance
  • Performs contract closeout activities, resolves outstanding issues, issues final modifications and invoices, and coordinates contractor performance evaluations
  • Participates in and coordinates responses to government and internal audits
  • Supports, guides, and implements changes in systems, processes, and procedures
  • Assesses resource needs; prepares manpower and indirect estimates; and develops and manages contract budgets
  • Participates in and provides input to project proposals
  • Reviews and approves award recommendations from a commercial perspective
  • Reviews Contracts task force activities, including project budgets, staffing plans, RFP evaluations, contracts, and reporting
  • Travels to site locations as required to oversee contract operations
  • Leads a team of approximately 15 employees across multiple locations and time zones
  • Provides an environment that supports employee development, training, advancement, and timely performance feedback
  • Leverages internal and external resources to administer policies and procedures consistently across the business line and adjacent functions
  • Analyzes situations, identifies risks, evaluates options, and recommends or implements appropriate courses of action
  • Organizes and prioritizes multiple complex projects and tasks to meet critical deadlines
  • Maintains compliance with all applicable policies, procedures, and global standards
  • Adheres to and supports Fluor’s Health, Safety & Environmental and Sustainability policies
  • Effectively develops and applies Core Skills required for the role
  • May travel to attend business-related matters
  • Meets expectations for attendance and punctuality
  • Performs other duties as assigned
