About The Position

The Supervisory Program Analysis Officer will oversee the Office of Program Administration and Policy Development at the Naval Research Laboratory (NRL). This role involves managing and executing key lab-wide functional areas, improving program management, and coordinating with other organizations. The officer will represent NRL in various coordination matters and provide managerial, technical, and administrative support to senior leadership.

Requirements

  • Must be a US Citizen.
  • Must have at least one year of specialized experience equivalent to the next lower grade level (GS-13 or NO-04).
  • Demonstrated ability to supervise personnel and evaluate their performance.
  • Knowledge of research program management, DoD/DoN organizational relationships, and research funding procedures.
  • Experience with business principles and theories of accounting related to budget development and control.
  • Ability to analyze and propose solutions to complex management problems.

Responsibilities

  • Supervise employees within the Office of Program Administration and Policy Development.
  • Manage and execute key lab-wide functional areas.
  • Improve the management of NRL's programs and their coordination with other organizations.
  • Monitor, research, and provide background information on complex technical and policy matters.
  • Represent NRL on ONR, Navy, tri-Service, and DoD-wide coordination matters.
  • Provide managerial, technical, and administrative support to the Commanding Officer, Executive Officer, and Director of Research.
