Requirements

  • GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Conducting independent evaluations of administrative functions, prepare recommendations and reports and track the completion of short and long-term goals; Reviewing and approving personnel actions, developing staffing strategies, and conducting workforce analysis and forecasting; Serving as a functional lead or technical advisor for interdisciplinary project teams to evaluate program operations, identify and articulate issues, recommend solutions in a clear, concise manner to senior executive-level audiences; Coordinating activities on projects involving multiple stakeholders, balancing priorities and requirements in order to achieve results that benefit all parties; and Developing reports and briefings for senior officials on the current status of initiatives.

Responsibilities

  • Manage, oversee, and guide the functions performed by subordinate employees which includes: recruitment and staffing, performance management, telework/remote work, workers compensation and oversight of ad hoc taskings and studies.
  • Effectively facilitate with internal and external components and/or agencies to meet organizational staffing needs and collaborate on human resources functions.
  • Monitor and evaluate recruitment and staffing processes across the directorate; recommend appropriate changes to policy when necessary and assist in the coordination of liaison activities.
  • Administer applicable systems for personnel reporting, monitoring, and routing (EX: ESP, TOPS, EPM, ECOMP, etc.) to collect, compile, and submit information for reports, analyze data and extract information.
  • Serve as a consultant within senior management to establish strategy and objectives for human resource projects to align outcomes with the directorate's strategic goals.
