The Supervisory Logistics Management Specialist is the senior supply chain management officer for VA Puget Sound Health Care System (VAPSHCS) who oversees, guides, manages and integrates supply chain operations across the organization with multiple sites of care and support, and is responsible for the development and integration of a cohesive, forward-looking supply chain that ensures all logistical requirements. Establish, monitor and manage performance and measurement of logistics functions throughout VAPS-HCS for all aspects of supply chain including requirements determination, acquisition planning/coordination/oversight, purchasing, transportation, distribution, tracking, inventory management/control, reconciliation of undelivered orders, and disposition of supplies and equipment. Conduct logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all HCS activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Oversee, guide, manage and integrate supply chain operations. Ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal). Manage multi-million-dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, and durable medical supplies and equipment. Plan, organize and assign work to subordinates engaged in logistics and property management through subordinate supervisors. Develop short- and long-range plans, milestones, and policy for the accomplishment of assigned functions. Provide advice and counsel to employees and subordinate supervisors relative to work and administrative matters. Plan and coordinate with fiscal, acquisition, clinical and administrative operations in the management and integration of supply chain operations. Analyze the supply chain to develop actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting. Perform other duties as assigned.
