About the position

The Supervisory IT Program Manager (APPSW) leads the design, development, and lifecycle management of complex Operational Technology (OT) and Information Technology (IT) systems, focusing on system automation, Industrial Control Systems (ICS), Programmable Logic Controllers (PLCs), and associated network architecture infrastructure. This role oversees and directs all phases of IT and OT system acquisition projects in alignment with DoD 5000.02 guidelines, including planning, analysis, design, development, testing, deployment, implementation, and sustainment. The manager develops acquisition strategies in compliance with DoD 5000.02 lifecycle requirements, preparing key program documentation such as Acquisition Strategy Reports (ASR), Test and Evaluation Master Plans (TEMP), and Program Management Plans (PMP). Collaboration with contracting and acquisition professionals is essential to ensure seamless execution of acquisition milestones. The position also involves ensuring adherence to program performance requirements by maintaining compliance with cost, schedule, and performance metrics as outlined by functional and technical stakeholders. Additionally, the manager analyzes and resolves technical challenges, leveraging analytical methods to enhance system interoperability, and prepares detailed technical specifications and acquisition requirements to guide system implementation and sustainment activities.

Responsibilities

  • Leads the design, development, and lifecycle management of complex OT and IT systems.
  • Oversees and directs all phases of IT and OT system acquisition projects.
  • Develops acquisition strategies in compliance with DoD 5000.02 lifecycle requirements.
  • Collaborates with contracting and acquisition professionals.
  • Ensures adherence to program performance requirements.
  • Manages risk, mitigation strategies, and change management processes.
  • Analyzes and resolves technical challenges.
  • Leverages analytical methods to enhance system interoperability.
  • Develops and validates functional and technical requirements.
  • Prepares detailed technical specifications and acquisition requirements.
  • Leads stakeholder engagement and coordinates with cross-functional teams.
  • Acts as the Contracting Officer's Representative (COR) or Contracting Officer Technical Representative (COTR).
  • Monitors and manages technical risks associated with data replication and system interoperability.
  • Provides customer and user support, addressing critical system issues.
  • Leads and mentors junior team members.

Requirements

  • Must be a U.S. citizen.
  • Security Requirements: Non-Critical Sensitive with Secret Access.
  • Appointment is subject to the completion of a favorable suitability or fitness determination.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • One year of specialized experience equivalent to the GS-13 level.
