About The Position

You will serve as Resident Engineer, at a Resident Office, with responsibilities to plan, manage, direct, supervise and evaluate the work of professional and technical personnel engaged in contract administration, construction and maintenance projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • NATIONAL AGENCY CHECK WITH WRITTEN INQUIRIES (NACI) - Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • FINANCIAL DISCLOSURE - This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • PROFESSIONAL LICENSURE - Must possess or be able to obtain a Professional Engineer registration or Registered Architect License within 24 months of entrance to position.
  • ADMINISTRATIVE CONTRACTING OFFICER - Incumbent is required to receive appointment, via Contracting Officer Review Board, as an Administrative Contracting Officer within 60 days of appointment.
  • SUPERVISORY PROBATION - This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • PROBATIONARY PERIOD - Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Responsibilities

  • Exercise delegated authority to ensure satisfactory accomplishment of contracts by directing work changes, awarding, agreeing to and/or executing change orders, and stopping defective or out-of-compliance work.
  • Advise and supervise subordinate engineers on construction policies and procedures to assure construction is accomplished in accordance with governing plans and specifications.
  • Maintain contract schedules by preparing correspondence on policy matters, supervising the preparation on construction progress reports, and interpreting requirements of contract plans and specifications.
  • Oversee administrative, inspection, testing and office engineering functions at project sites by conducting spot-checks, reviewing reports, and suggesting corrective action when unsafe conditions are found.
  • Liaison with Using Agency and contractor representatives by participating constantly in discussions regarding safety, regulations, coordination, and work progress to satisfactorily accomplish contracts.
  • Supervise and manage one or more offices in accomplishment of the U.S. Army Corps of Engineers mission in area of responsibility.
