About The Position

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Oversight Group (OG), Division of Regulation & Policy (DRP). As a Supervisory Health Insurance Specialist (Division Director), GS-0107-15, you will lead the implementation of policies related to private health insurance market reforms and consumer protections under the Public Health Service Act.

  • In order to qualify for this GS-15 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Authoring regulations and guidance related to relevant statutes such as the Affordable Care Act or the No Surprises Act. (2) Conducting or overseeing economic and regulatory analysis, such as through the Paperwork Reduction Act (PRA) and Regulatory Impact Analysis (RIA) processes. (3) Collaborating across state or federal agencies to develop policy.

Responsibilities

  • Lead division in interpreting relevant statutes, overseeing the development of regulatory and operational frameworks, managing timelines, and ensuring comprehensive program alignment across Federal government entities.
  • Provide direction on policy development, responding to internal and public comments, and identifying and resolving legal and policy questions with key internal stakeholders.
  • Prepare and deliver executive-level communications such as briefings, memoranda, and issue papers to inform, advise, and support leadership.
  • Manage initiatives that require collaboration across federal agencies and external partners. Ensure that stakeholder input is integrated into policy and operational planning, and that program activities reflect a unified strategic direction.
  • Exercise a full range of supervisory and personnel management authorities and responsibilities, directing subordinates while broadly defining functional responsibilities.
