About The Position

The Supervisory Grants and Contract Policy Analyst (Branch Chief) position at the National Science Foundation (NSF) involves leading the Policy Office within the Division of Institution and Award Support. The role focuses on managing a skilled team responsible for developing and executing policies related to NSF's financial assistance, ensuring compliance with federal regulations, and overseeing the creation of key policy documents. The Branch Chief will engage in high-level discussions with various stakeholders and manage outreach activities related to financial assistance throughout the award lifecycle.

Requirements

  • Must be a US citizen.
  • One year of specialized experience equivalent to the GS-14 level in the federal government leading a team or managing projects related to financial assistance policies.
  • Expert knowledge of the Uniform Guidance as articulated by 2 CFR 200.

  • Experience in developing and implementing financial assistance-related policies and procedures.
  • Knowledge of pre- and post-award requirements relating to financial assistance.

Responsibilities

  • Supervise a team of technical experts on financial assistance-related policies and procedures.
  • Manage the development and implementation of NSF-wide financial assistance-related policies and procedures.
  • Direct the creation of NSF policy documents such as Important Notices and the NSF Proposal and Award Policies and Procedures Guide (PAPPG).
  • Oversee the annual update of NSF's standard terms and conditions for awards.
  • Manage the Foundation's Federal financial assistance clearance function.
  • Oversee outreach activities related to financial assistance policies throughout the award life cycle.
  • Engage in discussions with NSF recipients and other organizations on financial assistance policies.
  • Plan and oversee projects related to key agency legal, administrative, and regulatory programs.
