About The Position

DCSA's Privacy, Civil Liberties, and FOIA (PCLF) office is seeking a Supervisory Government Information Specialist to serve as a Supervisor in the Freedom of Information and Privacy Office for Investigations. Supervisory responsibilities include leading a team of personnel who have a variety of duties required to be executed under the Freedom of Information and Privacy Acts.

Requirements

  • Must be a US citizen.
  • Selective Service Requirement: Males born after 12-31-59 must be registered for Selective Service.
  • This is a Drug Testing designated position.
  • Position is a (DCIPS) position in the Excepted Service under U.S.C. 1601.
  • Work Schedule: Full Time.
  • Overtime: Occasionally.
  • Tour of Duty: Flexible.
  • PCS (Permanent Change of Station): Not Authorized.
  • Fair Labor Standards Act (FLSA): Exempt.
  • Telework Eligibility: This position is telework eligible, but is not a full time telework position.

  • Specialized experience for this position includes: Freedom of Information and Privacy Act (FOI/PA) to include policies, procedures, and program management.
  • Protection of Personally Identifiable Information (PII), System of Records Notices (SORNs), FOI/PA Program administrative appeal processes.

  • Knowledge of DoD policies and procedures in personnel vetting.

Responsibilities

  • Provides oversight of the procedures and practices relating to FOI/PA processing; protects file information from unwarranted disclosure, and oversees FOI/PA requests that are referred by other Federal agencies.
  • Serves as formal point of liaison with DoD components and government agencies on all functional areas of responsibility.
  • Personally, or through the Lead Specialists, reviews and/or provides guidance in the processing of non-routine cases, such as those involving complex, potentially controversial, or sensitive issues (e.g., appeals, court cases, and criminal investigations).
  • Oversees workload matters involving breaches of personally identifiable information (PII).
  • Speaks within the Agency, and on behalf of the Agency, as an expert on statutory and regulatory issues related to the FOIA and Privacy Acts and how these Acts impact the personnel vetting products created and maintained by DCSA.
  • Reviews recommendations and provides input to the Chief concerning changes to current Freedom of Information and Privacy Act (FOI/PA) policies and procedures; makes decisions interpreting such policies; directs the administration of such policies for the DCSA FOI/PA Program, and resolves or directs the resolution of problems not covered by established policies or procedures.
