About The Position

Responsible for managing the Criminal Investigation Division. This is a sworn commissioned officer position subject to 24-hour on-call status. Provides technical and advisory services to program law enforcement officers. Participates in conferences, hearings, and meetings related to criminal issues. Contacts are with key officials from within and outside the tribal government to the extent required to complete complex investigations. Investigates crimes committed on or involving Indian Country which includes major federal crimes and state crimes assimilated into the Federal Statutes under Title 18 USC 1153. These include murder, manslaughter, child sexual abuse, kidnapping, rape, assault, arson, burglary, robbery, counterfeiting, embezzlement. Incumbent exercises independent judgment and discretion during emergencies and while enforcing YN laws.

Requirements

  • High school diploma or GED.
  • 5 years of documented supervisory work experience in law enforcement.
  • Required to pass a pre-employment drug test.
  • Required to pass a pre-employment criminal background check.
  • No misdemeanor or felony convictions.
  • Must possess a valid Washington State Driver's License with the ability to obtain a Tribal Driver Permit with Defensive Driving Course certificate (to be updated every 2 years).
  • Must obtain minimum training requirements for the supervisory position as required by Federal regulations upon hire and required to attend and successfully complete mandatory training for the position.
  • Possess a first aid card or obtain one within 3 months of hire.
  • Must be in, and maintain, excellent physical condition as evidenced by successful completion of Physical Efficiency Battery (PEB) testing.
  • Requires keyboarding/typing skills at a minimum of 35 words per minute (wpm).
  • Required to work irregular hours, overtime, weekends, holidays and rotating shifts.
  • Required to sign a code of conduct and understand sanctions for misconduct.

Responsibilities

  • Provides technical assistance to department criminal investigators engaged in investigations of rape, robbery, murder and crimes involving finances, i.e., fraud, embezzlement, gambling; and crimes under the jurisdiction outlined in 25 USC Chapter 30.
  • Apprehends, arrests, detains and interviews all subjects suspected of violations of Federal, Tribal and local laws.
  • Testifies at hearings and trials in various jurisdictions.
  • Secures search and arrest warrants and searches crime scenes.
  • Seizes, secures and maintains chain of custody for evidence.
  • Interviews witnesses.
  • Secures and corroborates testimony.
  • Manages and directs movement and security of prisoners.
  • Ensures all investigations are properly conducted and documented within prescribed guidelines regarding timeframes, deadlines, formats, and submitted to the proper jurisdictional authorities for prosecution or further action.
  • Prepare complex case incident reports of investigation, activity reports and statistical reports as required.
  • Organizes, plans and conducts the investigation of major and/or sensitive criminal activity occurring on or impacting Indian country, which can be complex and intricate in nature.
  • Gathers information at a crime scene, documents interrelationships of facts, relevance of evidence and validity of allegations involving criminal activity.
  • Creates and maintains effective liaison with all types of law enforcement agencies, intelligence agencies and related activities.
  • Performs investigations that require law enforcement knowledge, skill and training.
  • Exercises independent judgment, initiative and resourcefulness to make immediate and critical decisions during raids, execution of warrants and other situations involving the application of non-lethal and lethal force and techniques.
  • Performs surveillance of sites and suspects and/or perform sensitive undercover assignments to obtain evidence, establish probable cause or link multiple suspects and events to criminal activity.
  • Develops and maintains intelligence data on individuals and organizations suspected or known to be involved in criminal activity.
  • Recruits and cultivates contacts for use as informants or decoys to support criminal investigations.
  • Direct and/or perform undercover assignments where total discretion is required, not only for success in obtaining evidence and convictions, but also for the investigator's safety and survival. These operations are extremely sensitive and details of any operation are limited to protect internal procedures.
  • Ensures all Detectives and support staff are properly trained to maintain proficiency during law enforcement activities and use of assigned equipment.
  • Ensure all Detectives complete mandatory 40-hour training in-service annually.
  • Performs other duties as assigned.
