About The Position

This is a professional supervisory role within the Tulsa County Assessor's Office, exercising independent judgment and discretion. The position is responsible for planning, implementing, coordinating, reviewing, and continuously improving the work of a department. Key aspects include maintaining and developing assigned staff, and ensuring timely communication both up and down the organizational chart. Employees are expected to work independently and collaboratively, effectively use Microsoft office software, perform various assigned duties, assist in all office functions, and train co-workers. Occasional work outside normal business hours may be required, and time off might be discouraged during specific customer-support periods. Due to potential conflicts of interest, all employees of the Tulsa County Assessor’s Office must place any real estate license in an INACTIVE status while employed or as soon as any current transactions are completed. All employment offers are contingent upon a positive background check.

Requirements

  • Work independently and in a team with tact, support, and cooperation for customers, co-workers, and supervisors
  • Capable of effectively using Microsoft suite of office software
  • Perform other duties as assigned, assist in all functions of the office, and train co-workers
  • Be aware that work may be occasionally required outside normal business hours, and time off may be discouraged during certain customer-support periods
  • Place any real estate license in an INACTIVE status while employed or as soon as any current transactions are completed
  • Knowledgeable in the principles and practices of supervising, and staff development
  • Attain mastery of all three approaches to value in appraising real property
  • Ability to coach the defense of values before Board of Equalization and District Court
  • Attain knowledge of state statutes and rules affecting real or personal property appraisal
  • Attain knowledge of standard principles and practices in real or personal property appraising
  • Attain knowledge of Assessor’s policies and procedures
  • Attain knowledge of protest and appeals procedures
  • Proficiency in use of Microsoft Office products to include Excel, Word, Teams, and ability to learn new software
  • Bachelor’s degree in Business Mgmt., HR Mgmt., Organizational Mgmt. or similar discipline, communications, accounting, economics, and/or real estate related discipline; OR significant experience in personnel/business management and/or real estate appraisal
  • Ability to clearly communicate direction, correction, and motivation for staff
  • Ability to summarize, prioritize, and present staff concerns to management
  • Ability to read, analyze, and interpret general business media, professional journals, technical procedures or governmental regulations
  • Ability to write reports, business correspondence, and procedures
  • Ability to effectively present information, and respond to questions from groups, managers, coworkers, and taxpayers
  • Ability to work with fundamentals of plane and solid geometry and basic accounting concepts
  • Ability to apply fractions, percentages, ratios, and proportions to practical situations
  • Ability to define problems, collect data, establish facts, draw valid conclusions, plan and implement solutions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form, and process several abstract and concrete variables
  • Valid Oklahoma Driver’s License
  • Must provide own transportation and liability insurance
  • Upon Hire, completion of OK State Advanced Accreditation, as provided for in Title 68 O.S. §2816

Nice To Haves

  • At least 3 years’ personnel supervision experience
  • At least 5 years’ experience in property appraisal
  • Completion of IAAO Course 101 Fundamentals of Real Property Appraisal
  • Completion of IAAO Course 102 Income Approach to Valuation
  • Completion of IAAO Course 112 Income Approach to Valuation II
  • Completion of IAAO Course 300 Fundamentals of Mass Appraisal
  • Completion of IAAO Course 400 Assessment Administration

Responsibilities

  • Plan, implement, coordinate, review, and continuously improve the work of a department

  • Supervise the processing and auditing of parcel valuations
  • Supervise the discovery of, or changes to, all commercial or residential parcels
  • Ensure processing and maintenance of documents and files which support rendered values
  • Assist taxpayers in comprehension of valuations according to statutes
  • Assist in appellate presentation to the Board of Equalization
  • Assist in the development of appeals to District Court
  • Develop a team culture and positive work environment
  • Coordinate continuous improvement of processes and performance
  • Interview, select, and train employees
  • Plan, assign, and direct work
