Job Summary Responsible for the overall supervision, planning, direction and execution of work for non-exempt and/or exempt employees in a medium or large sized operational unit. The functional activities are complex and have a moderate impact on overall operations. This level supervises employees in complex clerical/administrative/trade, or complex technical functions that provide services to persons inside or outside the organization. Work performed is non-routine and complex semi-skilled, skilled, or technical in nature. Job Description Overview The Recreation Supervisor manages, supervises, and oversees the overall operations of a community recreation center, including staff, independent contractors and volunteers. Responsible for the fiscal management of the center, goal setting, and communication of the organization, media, all levels of management, and the diverse population within the community service level. 1 Supervisor - Recreation Essential Functions 1 Supervises, oversees, manages, and monitors the daily operations of a community center; assists with opening and closing procedures for the center, handles cash and daily revenue accounting, and ensures the facility is clean and aesthetically appealing; develops and implements long range plans, programs and schedules; determines goals and objectives needing emphasis. 2 Coaches and mentors staff, reviews and approves work schedules, approves and submits time cards, and meets with staff one-on-one to provide corrective action regarding their work; evaluates and verifies employee performance through the review of completed work assignments and work techniques; identifies staff development and training needs and recruits, selects, assigns, and motivates the performance of subordinates. 3 Recommends recreation specific programming techniques, procedures, materials and equipment; trains and instructs subordinates, volunteers, contract instructors, and participants concerning policies, procedures, and programs. 4 Develops and maintains cost-effective and revenue generating recreation programs and services that meet the needs of the community and are in compliance with all laws, policies, regulations, goals, and safety standards. 5 Assesses trends in the community for new programs and services; evaluates programs and events for effectiveness and participation levels, assists in the development of new programs, and recommends program changes; tracks services provided, monitors results, and generates operational or program reports as needed. 6 Compiles statistical data and prepares reports on attendance, facility use and budgeted expenditures; prepares and monitors the center's annual operating budget and ensures the proper maintenance of all program files and records. 7 Performs any and all other tasks as needed or assigned. 2 Supervisor - Outdoor Adventures Essential Functions 1 Supervises, oversees, manages, and monitors the daily operations of Outdoor Adventures at Samuell Farm, assists with opening and closing procedures for the Visitor Center, handles cash and daily revenue accounting, and ensures the center is clean and aesthetically appealing; develops and implements long range plans, programs and schedules; determines goals and objectives needing emphasis. 2 Coaches and mentors staff, reviews and approves work schedules, approves and submits time entry, and meets with staff one-on-one to provide corrective action regarding their work; evaluates and verifies employee performance through the review of completed work assignments and work techniques; identifies staff development and training needs and recruits, selects, assigns, and motivates the performance of subordinates. 3 Recommends outdoor recreation specific programming techniques, procedures, materials and equipment; trains and instructs subordinates, volunteers, contract instructors, and participants concerning policies, procedures, and programs. 4 Reviews and prepares recommendations for Outdoor Adventures programs and recreation program policies for the department; coordinates the implementation of approved programs city-wide. 5 Coordinates, implements, and directs a variety of outdoor recreation activities including, but not limited to: Adventure camps and daily programs including mountain biking, archery, kayaking, nature photography, geocaching, conservation programs, arts and crafts, survival skills, camp games, and overnight camping trips. 6 Evaluates programs and events for effectiveness and participation levels, assist in the development of new programs, and recommend program changes; track services provided, monitor results and generate operational/program reports as needed. 7 Provides input for the preparation of the Outdoor Adventure program’s annual budget; seeks alternative funding for programs and facility enhancements including sponsorships, donations, and grants. 8 Develops and maintains cost-effective and revenue-generating recreation Outdoor Adventures programs and assures activities meet community needs, and are in compliance with all laws, policies, regulations, goals and safety standards. 9 Monitors registration of participants and promotes program participation using marketing tools such as brochures and fliers, social media content, and signage; prepares press releases and news articles for local papers; prepares agendas and presentations for Executive Team and Park Board meetings. 10 Purchases and maintains program supplies and equipment according to the DPARD Purchasing and Procurement policy and procedures. 11 Conducts inspection of facilities and equipment; submits work orders and recommendations for facility improvement 12 Ensures full implementation and maintenance of the Rec Trac registration system. 13 Monitors the park and reports any safety concerns or issues to Park Maintenance. 14 Maintains the safety, security, cleanliness and order of Samuell Farm facilities; assesses problems and assists supervisor in implementation of appropriate solutions.

Requirements

  • City policies, rules and regulations governing the conduct and safety of persons using municipal recreation facilities, programs and equipment.
  • Knowledge of human relations and supervision necessary to function as a first or second level supervisor. Supervising, coordinating, and monitoring the work of subordinate staff providing assistance to the recreation programs and facilities.
  • Effective verbal and written communication.
  • Safety rules and precautions/occupational hazards, knowledge of first aid principles and practices.
  • Ability to maintain accurate financial and personnel records.
  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
  • Principles, practices, philosophy and objectives of public recreation programs and services, effective program planning, development, administration and evaluation.
  • Effective and appropriate public contact and telephone techniques.
  • Principles and practices of marketing, advertising, promotions and customer service.
  • Modern office practices and procedures.
  • Personal computer operation and software applications.
  • Ability to interpret and explain department and program policies, rules and procedures.
  • Five (5) years' experience in recreation program development, implementation, and facilitation and 1 year of supervisory/lead work experience.
  • Valid Driver's License
  • High School Diploma, GED

Nice To Haves

  • experience in outdoor education and national certifications in kayaking/paddle sports, mountain biking, Wilderness First Aid, archery, Leave No Trace, and survival skills.
  • Certified Park and Recreation Professional
  • Bachelor’s or 4-year degree is preferred.
