About The Position

The Supervisor of Operational Services is responsible for the overall daily management, planning, and safe operation of the district's facilities, grounds, custodial services, and student transportation fleet. This is a working supervisory role that may require the incumbent to maintain an active Commercial Driver's License (CDL) to serve as a substitute or primary bus driver as needed. The role ensures all operations are conducted safely, efficiently, and in compliance with state regulations.

Requirements

  • Hold a High School Diploma or equivalent.
  • Minimum of five (5) years of combined experience in facility maintenance, custodial operations, or school transportation.
  • Minimum of two (2) years of supervisory experience over maintenance, custodial, or transportation staff.
  • Hold a valid driver's license with no serious violations.
  • Possession of a valid New Jersey Black Seal Boiler Operator's License (Low Pressure) or ability to obtain within six (6) months of hire.
  • Proven hands-on knowledge of building systems, including basic HVAC, plumbing, and electrical repair.
  • Demonstrated knowledge of applicable state and federal regulations regarding school facilities, health codes, and school bus operations.
  • Ability to work flexible hours, including nights, and emergency call-ins (e.g., snow removal).
  • Have excellent integrity and demonstrate good moral character.
  • Have experience with a public school district.
  • Exhibit personality that demonstrates interpersonal skills to relate well with students, staff, administration, parents and the community.
  • Provide proof of U.S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.
  • Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education. During the initial six month period provide a sworn statement that the individual has not been convicted of a crime or a disorderly person offense in accordance with 18A:6-7.1.
  • Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.
  • Pass the state required Mantoux Intradermal Tuberculin Test as required by N.J.A.C.6:3-4A.4.
  • Meet such alternatives to the above qualifications as the Superintendent may deem appropriate, acceptable and legal.

Nice To Haves

  • Vocational or technical training in a skilled trade (e.g., HVAC certification, Electrical License).
  • Experience with automated work order systems.
  • State-recognized certification in school facilities management (e.g., Certified Educational Facilities Manager).
  • Commercial Driver's License (CDL) with Passenger (P) and School Bus (S) endorsements.

Responsibilities

  • Staff Management: Develop and manage work schedules, assignments, and daily coverage for all custodial staff across district facilities, ensuring appropriate coverage for daily operations and special events.
  • Health and Safety: Oversee and enforce all cleanliness, sanitation, and safety standards within buildings, ensuring compliance with local health codes and OSHA standards.
  • Inventory Control: Manage inventory and order all custodial supplies, chemicals, and equipment efficiently and within budget.
  • Project Oversight: Plan and supervise major custodial projects, including summer deep-cleaning, floor care, and facility preparation for the start of the school year.
  • Preventative Maintenance (PM): Develop and implement a scheduled preventative maintenance program for all buildings, equipment (HVAC, plumbing, electrical), and systems to ensure maximum longevity and efficiency.
  • Repairs: Respond to, prioritize, and manage work orders for facility repairs, performing minor mechanical, electrical, plumbing, and carpentry work personally when feasible.
  • Vendor Relations: Solicit quotes, manage contracts, and oversee work performed by external contractors (e.g., roofing, major repairs, waste removal).
  • Grounds: Oversee and assist with the maintenance of district grounds, including lawn care, snow removal operations, and upkeep of athletic fields.
  • Compliance: Ensure the district's transportation program adheres to all state and federal regulations, including required vehicle inspections, maintenance records, and driver logs.
  • Routing: Oversee the development, adjustment, and optimization of daily bus routes for efficiency, safety, and capacity.
  • Fleet Management: Schedule and oversee preventative maintenance and necessary repairs for all district vehicles, keeping accurate and auditable records of all vehicle activities.
  • Staff Supervision: Recruit, interview, hire, train, and conduct performance evaluations for all custodial, maintenance, and driving staff.
  • Budget Input: Assist the School Business Administrator with preparing the annual budget for maintenance, supplies, utilities, fuel, and transportation personnel.
  • Emergency Response: Serve as a key member of the district's emergency management team, responsible for building security, utility disruptions, and transportation during critical incidents.
