Job Summary & Responsibilities The Supervisor of HR Operations & Program Management, is responsible for leading the HR Operations team and overseeing the HR products, processes, and services that support the organization’s employee experience. This role will spearhead the development and implementation of the HR ticketing system and service delivery framework, drive operational excellence across Immigration and Relocation programs, ensure policy governance and compliance, and establishes/monitors service level agreements (SLAs) to deliver timely, accurate, and high-quality outcomes. The role will manage end-to-end project delivery for HR initiatives, partner cross-functionally with HR COEs and business stakeholders, and cultivate a continuous improvement culture grounded in data and quality management.

Requirements

  • Bachelor’s degree in human resources, Business, Operations, or related field.
  • 5 years of progressive experience in HR Operations or HR Program Management.
  • Hands-on experience managing HR Programs such as Immigration and/or Relocation programs (policy application, vendor coordination, compliance).
  • Proven track record establishing and meeting SLAs, implementing quality assurance, and driving process improvements.
  • Strong project management skills; PMP or Agile certification preferred.
  • Proficiency in data analysis and reporting; ability to translate data into actionable insights.
  • Excellent communication, stakeholder management, and change management skills.

Responsibilities

  • HR Ticketing System & Service Delivery Own the HR ticketing/case management platform: oversight, queue management, workflows, knowledge base, and reporting.
  • Manage SLAs, XLAs, and escalation paths; ensure adherence and timely resolution of cases.
  • Serve as the first escalation point for complex or high-volume inquiries, ensuring timely resolution and stakeholder alignment.
  • Establish quality controls and auditing practices to ensure accuracy, completeness, and consistency in case handling and knowledge articles.
  • Implement process improvements to enhance employee experience and operational efficiency.
  • Leadership & Team Management Lead and develop a high-performing HR Operations team responsible for case management, inquiry resolution, and program support (Onboarding, Contractor Management, Immigration, Relocation).
  • Define team goals, capacity plans, skills roadmap and conduct regular performance reviews
  • Foster a culture of accountability, customer centricity, compliance, and process excellence.
  • Project & Program Management Lead the planning and execution of HR operational initiatives; HR Annual Cycle, including Performance cycles, engagement surveys, and compliance audits.
  • Coordinate cross-functional teams to ensure successful execution.
  • Partner with HR Business Partners and business leaders to understand needs and gather feedback.
  • Communicate program objectives, progress, and outcomes clearly to stakeholders.
  • Support to develop business cases, project charters, timelines, resource plans; communicate progress and risks to leadership and stakeholders.
  • Apply structured methodologies (e.g., PMI/PMP, Agile where applicable) and ensure measurable outcomes.
  • Develop and maintain standard operating procedures (SOPs)
