The Supervisor, Housing will be providing day-to-day leadership, coaching, and performance support while also carrying a direct service caseload as needed. This role is responsible for ensuring the effective delivery of housing navigation, short-term housing assistance, and supportive services for individuals and families experiencing chronic homelessness in Harris County and surrounding areas. Programs are delivered in partnership with the Coalition for the Homeless in Houston and operate under the Housing First model. The Supervisor ensures consistent program operations, staff supervision, client-centered service delivery, and adherence to quality, compliance, and performance standards.

Requirements

  • Bachelor's degree in social work, psychology, counseling, or a related field
  • Three (3) years’ experience in case management in homeless services, housing navigation, supportive housing, rapid rehousing, or a closely related human services setting.
  • Two (2) years’ experience in leadership.
  • Certified in National Standards for the Physical Inspection of Real Estate (NSPIRE) or able to obtain within 6 months of employment.
  • Valid Texas Driver’s License
  • Strong communication and interpersonal skills.
  • Knowledge of relevant federal, state, and local regulations and Coalition for the Homeless guidelines.
  • Cultural competence and sensitivity to the needs of diverse populations.
  • Flexible and effective team player, able to adapt to changes and a busy workplace environment.
  • Strong interpersonal and communication skills.
  • Knowledge of housing resources, entitlement programs, and community services.
  • Ability to work independently and as part of a collaborative team.

Responsibilities

  • Lead, motivate, and supervise a team of Case Navigators, and support staff.
  • Provide coaching, guidance, and training to ensure efficient program operations and high-quality service delivery.
  • Facilitate weekly case consultation/case conferencing and provide ongoing performance feedback.
  • Maintain the security, accuracy, and confidentiality of client records and information in accordance with agency policies and applicable privacy requirements.
  • Partner with the Program Leadership to monitor daily program operations, support implementation of program priorities, and track progress toward program goals and performance targets.
  • Oversee the assessment and eligibility determination process, ensure appropriate documentation, and assign eligible clients to Case Navigators.
  • Review and approve individualized service plans and monitor plan implementation to ensure alignment with Housing First and client needs.
  • Support staff in locating, securing, and maintaining housing based on each client’s needs and preferences.
  • Ensure timely and ongoing client assessments to identify barriers, strengths, and goals, and reinforce a client-centered, culturally responsive approach that promotes dignity and respect.
  • Provide consultation and direct support for high-acuity situations, including mediation, de-escalation, and resolution of client concerns.
  • Coordinate problem-solving strategies, and co-facilitate client and family coaching, training, and supportive interventions as needed.
  • Communicate and negotiate with landlords and property managers to support unit acquisition, resolve tenancy issues, and prevent housing loss.
  • Maintain accurate and up-to-date client records in accordance with program standards and data management protocols.
  • Generate regular reports on client outcomes, program activities, and other relevant metrics for internal and external reporting purposes.
  • Perform ongoing quality reviews, case file audits, and data integrity checks; identify gaps; implement corrective actions; and support continuous quality improvement consistent with best practices and regulatory/funder standards.
  • Collaborate with community partners, healthcare providers, landlords, and other service organizations to strengthen referral pathways, coordinate services, expand resources, and advocate for housing solutions.
  • Participate in inter-agency meetings and initiatives to enhance system coordination (including resources supporting individuals living with HIV/AIDS, as applicable to program scope).
  • Perform other duties as assigned.
