About The Position

Incumbents in this classification perform the duties of the function and first-line supervisory field work. The ideal candidate will have a minimum of two years of supervisory experience managing a team of three or more personnel or over two years of experience with the Hillsborough County Water Resources Field Service team. Additionally, they will possess at least two years of experience with Oracle’s Customer Cloud Service (CCS) or Customer Care and Billing (CCs) systems or over three years of experience in any other mobile workforce management system, including knowledge of billing functions and the ability to analyze and resolve billing issues. A minimum of one year of experience completing utility-related field service work orders in the field is also required. A strong candidate will have extensive knowledge of the subdivisions within the Hillsborough County Utilities service areas and at least one year of experience managing and supporting Advanced Metering Infrastructure (AMI) systems and Neptune 360 within a utility environment. Strong technical proficiency is essential, including a solid working knowledge of Microsoft Office 365 and hands-on experience with database systems to support accurate data management, reporting, and communication. They will demonstrate an understanding of the relationship between meter reading and billing operations, as well as the ability to set priorities and allocate resources to maintain customer, meter, and usage data within Oracle’s CCS system. The ideal candidate will exhibit strong interpersonal skills and possess the ability to read, comprehend, and apply job-related rules, policies, and procedures. They will be skilled at providing guidance, training, and motivation to assigned staff while fostering a collaborative and productive work environment. Additionally, they will be proficient in managing day-to-day tasks for a team of 3 to 10 field staff, assigning, monitoring, and reviewing staff work daily while also working collaboratively alongside the team.

Requirements

  • Minimum of two years of supervisory experience managing a team of three or more personnel or over two years of experience with the Hillsborough County Water Resources Field Service team.

  • Graduation from high school or possession of a GED Certificate.
  • 4 years of experience directly related to the position duties; two years of which must have been in a supervisory or lead worker/team leader capacity; OR An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above.
  • Maintain the ability to pass the background checks required for the position (Criminal History Background Check using Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS), Level 1 and Level 2 Background screening (Ch. 435 Florida Statutes), Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS), Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)).
  • Possess the necessary job related license(s) or certification(s) that may include possession of a Florida Driver License (Class E) or an applicable Commercial Driver License (CDL).

Responsibilities

  • Determines priorities, schedules, and assigns work for a large team of employees or multiple teams.
  • Implements management decisions through the work of subordinate employees.
  • Supervises and coordinates activities and projects between multiple teams.
  • Assists in resolving operational and administrative problems and provides direction regarding unusual or complex problems.
  • Recommends new policies, procedures and systems to improve team operations.
  • Supervises assigned staff, evaluates performance and recommends corrective action as needed.
  • Assesses staffing needs and assists in the recruitment of staff.
  • Identifies training needs and conducts or supervises on-the-job training sessions for subordinates.
  • Maintains required documentation and completes reports.
  • Initiates and attends meetings as required.
  • May participate in performing the actual work of the unit and substitutes for subordinates as needed.
  • Performs other related duties as required.
