Responsible for supervising activities related to the operations of the Utility Information Systems division. Under the direction of the UIS Manager, designs, operates, oversees and maintains the Utilities Geographic Information System (GIS) and Asset Management System (AMS). Coordinates data activities among Utility divisions. Supervises UIS systems maintenance, supervision of personnel, and implementation. Prepares general planning for the AMS and GIS systems. Facilitates the development of public trust and confidence in the City's Utility. THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS. This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

  • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
  • Installs, upgrades, configures and maintains database software. Ensures database serviceability and integrity is managed in accordance with department and industry standards.
  • Coordinate and monitor day-to-day operations of various division staff, including, but not limited to: Network Technician, Network Administrator, Data System Analyst, Junior Data Analyst.
  • Confers with the division manager and subordinates addressing concerns as needed; writes recommendations for management review. Provides GIS, IT/DATA technical assistance to all Utility divisions.
  • Collaborates with the Manager, GIS Supervisor and Data Systems Analyst to establish and maintain the AMS and GIS database structure, tables, forms, and reports for the AMS and GIS. Assigns, allocates, supervises and trains staff members in the essential functions of the division.
  • Prepares test data, conducts detailed program tests, and organizes parallel system tests according to structured application development process and accepted industry Best Management Practices.
  • Experience with various database systems and structures, including: Oracle, EGDB, SQL, and Microsoft Access.
  • Oversee the access, integration, staging, reporting and presentation of data from multiple data systems.
  • Coordinate and evaluate the activities of staff toward organizational goals, improving user effectiveness and optimizing use of system functionality.
  • Coordinates and supervises user-training in the use of software.
  • Supervision of modifications to any existing database software to meet the needs of the Utility.
  • Collaborates with consultants, software manufacturers and other users as needed; participates in budget preparation and monitoring.
  • Directly supervises division employees.

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma required.
  • Graduation from an accredited college, technical school computer science program, or application specific training program and five (5) years of experience in data communications and information technology systems required.
  • Possession of valid driver's license and maintenance of clean driving record required with the ability to obtain a valid Florida driver's license within 30 days from date of hire.
  • A comparable amount of training, education, or experience can be substituted for the minimum qualifications.
  • Knowledge of database programming languages.
  • Knowledge of data communications concepts.
  • Knowledge of business data processing applications.
  • Knowledge of personal computers and network systems.
  • Knowledge of operating systems concepts and database administration.
  • Knowledge of department methods, operating rules, equipment and maintenance.
