About The Position

Works under limited supervision and coordinates the activities of employees in a section of the Roads & Bridges Department. Pay Grade: 51 Salary Commensurate with Experience and Education Minimum Qualifications Three (3) years of experience in a lead or staff supervisory capacity; AND Bachelor’s degree from an accredited college or university in public or business administration, Management, or a closely related field; OR An equivalent combination of related education and /or experience. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities Assists manager in planning, budgeting, development of contracts/resolution, supervising and coordinating of projects and assigned personnel in daily activities of the department sections. Assists in the development and maintenance of best management practices and procedures related to in-service training, safety, hiring, evaluations, promotions, disciplinary actions, and discharges. Supervises all assigned section functions related to special projects and routine duties to provide effective and efficient performance levels. Assembles data and prepares necessary reports to meet various Grant requirements and unit costs. Analyzes resource needs and reimbursements while ensuring compliance with current local, state, and federal regulations. Oversees and supervises operations involving, but not limited to, landfills, solid waste, vegetation control, asphalt overlay / patching, ditching, shoulders, road construction, bridge/drainage structures, safety barricades, and all signage. Investigates, schedules, and follows up on assigned citizen concerns/ complaints with prompt Resolution to meet established administrative guidelines. Assists in managing after-hours emergency calls on a rotation basis with other managers and supervisors, coordinating and directing work crews. Oversees the proper usage, operation limitation and maintenance of assigned equipment. Performs other related duties as required or directed.

Requirements

  • Three (3) years of experience in a lead or staff supervisory capacity
  • Bachelor’s degree from an accredited college or university in public or business administration, Management, or a closely related field; OR An equivalent combination of related education and /or experience.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
  • Considerable knowledge of assigned engineering field and related local municipal, state, and Federal laws and regulations.
  • Ability to obtain and record data and prepare reports.
  • Ability to interact tactfully with the public, exercise good judgment in administrative problem-solving, and clearly express ideas while directing the work of others.
  • Ability to plan and direct the work of others.
  • Knowledge of modern management techniques and the ability to apply them in directing the work of others.
  • Must be physically capable of performing construction site work.
  • Must be in good physical condition, stooping, bending, and able to lift 75 pounds or greater.
  • Must be physically capable of performing onsite operation such as working with asphalt, construction, vegetation, bridge or drainage structures.
  • Must be able to respond and handle after-hours emergency calls.
  • Must possess a valid Tennessee driver’s license or secure one by date of employment.
  • Must have daily access to an operate automobile and meet county requirements for automobile insurance upon date of employment.
  • Must pass physical examination.
  • Must submit to and pass a drug and alcohol screening.
  • Must work in inclement weather, i. e. snow, flooding, ice, and high winds.
