Under the general direction of the Chief Deputy District Director, Capital Program, and in coordination with the South County and Trade Corridor (SCTC) Corridor Project Director (CPD) and the San Diego Association of Governments (SANDAG) Project Director, the Construction Manager (CM) is responsible-within the delegated authority-for implementing project activities related to the complex and high-profile State Route 11/Otay Mesa East Port of Entry (OME POE) project in District 11. The incumbent ensures that the OME POE project is delivered in accordance with the approved scope, cost, and schedule. Additionally, the incumbent is responsible for high-level stakeholder coordination, facilitating interagency and binational efforts between U.S. federal agencies (including the Department of Homeland Security), regional and local agencies, and their Mexican counterparts on the cross-border development of the OME POE project. The role may require travel to Mexico. The incumbent also serves as a technical specialist, providing expert guidance to departmental personnel on matters related to the complex and unique aspects of the OME POE project.
