About The Position

Under general direction of the California High Speed Rail Authority's (Authority) Enterprise Risk Director, the Supervising Transportation Engineer (Enterprise Risk Manager) provides leadership and oversight to the Enterprise Risk Management (ERM) Section. The incumbent is responsible for the day-to-day management of the ERM program, whose objective is to enable data-driven, risk-based decisions across the organization that help the Authority achieve its strategic goals. In addition, the incumbent will also have a key role in developing an internal control framework to advance operational effectiveness across the organization. The incumbent will manage activities to ensure alignment with leading principles and guidance's from Federal Government Accountability Office's (GAO) Green Book and the Committee of Sponsoring Organization's (COSO). As the deputy contract manager for the Authority's Risk Advisory contract, the incumbent will ensure timely completion of deliverables from consultant and state resources. Requirements

Nice To Haves

  • Experience in Enterprise, Project, or Program Risk Management.
  • Knowledge in risk management principles.
  • Experience with qualitative and quantitative risk scoring of projects.
  • Knowledge and experience in Green Book or Internal Control implementation and practices.
  • Knowledge and experience in data analysis, data integration and data visualization.
  • Experience directing or managing multi-disciplinary teams.
  • Experience with Microsoft Office, including Excel, Word, PowerPoint, and other applications.
  • Excellent oral and written skills.
  • Preferred certification in Project Management Professional (PMP) or Risk Management certification.
  • Preferred experience with Internal and/or Project Controls principles and practices.
  • Preferred experience with railroad or other transportation projects.
  • Experience in Enterprise, Program or Project Management.
  • Contract manager and governance experience.
  • Experience with Oversight Procedure 40.
  • Experience developing strategic and/or policy related documents for a program or organization.

Responsibilities
