About The Position

Supervising Project Manager - Civil Engineer VI in the Major Projects Section is a Leadership Position reporting to the Deputy Director of Major Projects. This position is responsible for assisting the Deputy Director in sectional administration and coordination of team staff involved in managing consultant-designed projects, which includes assigning work to their own team members, maintaining and ensuring proper record management and procedure, representing the Highway Division and/or attend hearings, meetings and conferences, and perform related work as required. A Supervising Project Manager-Civil Engineer VI in the Major Projects Section is responsible for advancing the design of complex transportation improvement projects in an efficient and transparent manner utilizing both traditiona project delivery mothods (Desgin-Bid Build) and Alterntaive project delivery methods, such as Design-Build. They are held accountable of their design development from Project Review Committee (PRC) approval through their construction contract award. Additionally, the Supervising Project Manager-Civil Engineer VI will have supervision and training responsibilities of assigned Project Managers who themselves are managing the design of transportation improvement projects from Project Review Committee (PRC) approval through their construction contract award.

Requirements

  • Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least four years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience, and the substitutions below.
  • An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
  • A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major in civil engineering may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience
  • Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.

Responsibilities

  • Perform day-to-day project management activities and communications.
  • Delegate tasks and assign staff based on skills and operational needs.
  • Monitor the design schedules for compliance with project milestones.
  • Assist with or assign administrative tasks and ensure proper record management.
  • Responsible for maintaining accurate information in the MassDOT document repository Project Info for every project assigned; for managing the design of transportation improvement projects by design consultants from PRC approval through construction contract award; for all administrative duties associated with a consultant contract.
  • Provide guidance to staff regarding making decisions to resolve design issues following Department policies and procedures; and resolving personnel issues.
  • Use engineering training and experience; knowledge of standard operating procedures and Department policies; knowledge of the EPRS and progressive discipline system; and experience with personnel matters to advise team members.
  • Follow Standard Operating Procedures (SOP’s) to complete required documentation for project management.
  • Review and approve scope and work hour estimates submitted by design consultants; responsible of making sure that all work required for project development is included in the scope and that appropriate work hours are assigned and approved; manage the spending of consultants and approve invoices.
  • Coordinate with various sections within MassDOT. Those sections include the MassDOT Highway Design, Environmental, Right-of-Way, Traffic, and Bridge sections as well as the six Districts Offices where the transportation projects are taking place. Coordination also includes collaboration with the MassDOT Office of Transportation Planning and Program Management for projects funding and programming.
  • Responsible for the overall supervision of an assigned team of Project Managers and other requirements essential to managing projects and a team of project managers. The responsibilities will include staff development, mentoring and training including performing EPRS reviews for their team members. Responsibilities include ensuring that team members meet schedules and performing assigned duties and tasks satisfactorily. The Supervising will also have an overall knowledge of the projects assigned to their staff, sufficiently enough to answer questions in case of the Project Manager’s absence and provide recommended action on projects.
  • Represent the Department and/or attend hearings, meetings, and conferences with internal and external stakeholders.
  • Ensure that advertisement matters are conducted in compliance with applicable regulations in a timely manner and prepare contract award documents as needed.
