This support is provided by experienced Inspection Department staff with backgrounds in public school construction, architecture, engineering contracting, general construction and specialized crafts. A Supervising Plumbing Inspector plans, directs, and supervises the personnel and activities of the Plumbing Inspection Unit that is responsible for the inspections of ongoing and completed plumbing installations in new construction, alterations and improvement, and rehabilitation projects for compliance and contract documents.

Requirements

  • Graduation from high school or evidence of equivalent educational proficiency, preferably supplemented by completion of college-level courses in plumbing, engineering or construction. Completion of a recognized plumbing apprenticeship or trade school program in plumbing construction is preferable. Completion of Organizational Excellence’s Exceptional Supervisor Certificate Program is preferable.
  • Three years of experience as a Plumbing Inspector assigned to District projects approved by the Division of the State Architect.
  • OR
  • Three years of experience as an ICC California commercial plumbing inspector or equivalent inspecting the installation and repairs of large commercial or industrial systems including Fire Protection & Life Safety inspections, and four years of journey-level experience as a plumber that included the installation and repair of large commercial or industrial systems.
  • A Los Angeles City Journey Plumber License or a Los Angeles County Certificate of Registration as a Journey Plumber.
  • A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle.
  • Certification by ICC or IAPMO as a California Commercial Plumbing Inspector is preferable.
  • Employment is subject to medical clearance.
  • Positions in this classification are subject to pertinent provisions of the General Industry Safety Orders of the California Code of Regulations regarding protective equipment when exposed to hazardous materials, including, but not limited to, asbestos and lead.

They bring proven leadership and supervisory skills, the ability to interpret complex plans and specifications, and a strong commitment to safety, quality, and regulatory compliance. The ideal candidate will effectively communicate and collaborate with inspectors, contractors, architects, engineers, and regulatory agencies , and will have the ability to prepare clear reports and provide technical guidance. This individual combines hands-on technical expertise with sound judgment, professionalism, and the capacity to lead a high-performing inspection team. Certification by ICC or IAPMO as a California Commercial Plumbing Inspector is preferable.

Responsibilities

  • Overseeing the scheduling, assignment, training, and work of Plumbing Inspectors conducting plumbing inspections.
  • Supervising and participating in the inspections of plumbing installations for proper performance, efficiency, maintenance, and safety requirements; and identifying areas requiring correction.
  • Providing input for job specifications and working drawings.
  • Securing interpretations of contract documents from project professionals, engineers, commissioned architects, and personnel from the Facilities Services Division and the Office of the General Counsel.
  • Preparing documentation and exhibits for the Office of the General Counsel and providing testimonies in response to lawsuits and construction delay claims.
  • Clarifying contracts, specifications, plans, applicable codes and regulations, and District policies to District staff.
  • Verifying and signing affidavits that construction complies with national, State, and local requirements.
  • Preparing monthly and special reports on various contracted plumbing work and on other related information such as personnel, work instructions, and descriptions of required tasks.
  • Meeting with representatives of regulatory agencies such as local fire departments, the Division of the State Architect, CAL-OSHA, and local utility companies to assist in resolving conflicts with code interpretation or design requirements.
  • Attending pre-bid meetings, job start meetings, and final inspections.
