About The Position

The Office of Internal Affairs & Discipline (IAD) manages investigations of non-criminal allegations of employee misconduct; identifies, investigates, and disciplines low performing employees and those who engage in misconduct; conducts background investigations on newly -hired and prospective Department employees; provides mandatory integrity training to new employees; and conducts routine quality assurance checks of inspectors in the field. Additionally, the unit works closely with the Department of Investigation to help maintain the integrity of the Department. Under general supervision, with considerable latitude for independent action and decision, the Supervising Investigator, Internal Affairs & Discipline (IAD) is responsible for investigative work, including, but not limited to: Daily supervision of subordinate investigative staff and investigative functions: - Executing investigative case plans issued by the Director, Deputy Director, and Chief Investigator of Internal Affairs & Discipline (IAD) - Coordinating, overseeing, and performing fieldwork including but not limited to borough visits, field surveillance, and non-technical quality assurance checks. - Advising subordinates on investigative steps and strategies in all aspects of duties and investigations - Training and evaluating subordinate investigative staff in all aspects of office operations - Providing guidance to subordinate investigative concerning rules, regulations, codes and policies of the Department - Assisting subordinate staff in preparation for fact finding interviews - Conducting case reviews - Informing lAD Director, Deputy Director, and Chief Investigator of important or unusual developments - Performing special projects/research at the request of the Director and Deputy Director - Coordinating employee background investigations, ensuring that all candidates referred to IAD for hire are timely and appropriately received, recorded, and assigned for Investigation. - Providing required and appropriate final review and approval for background investigations, and rendering recommendation to HR. Daily oversight and management of IAD intake procedures: - Ensuring that all matters referred to IAD are captured, recorded, and assigned a disposition in the IAD database - Ensuring that appropriate research is completed for initial review of all intake - Reviewing and discussing intake as necessary and appropriate with supervision to ensure appropriate action and disposition - - Ensuring that unit-wide intake duty schedule is created and distributed promptly Managing a caseload of investigations involving complaints of employee misconduct and Background Investigation: - Continual review, enhancement, and issuance of standard intake procedures Managing a caseload of investigations involving complaints of employee misconduct: - Conducting fact finding interviews of subjects and witnesses. - Conducting Departmental investigations, including the gathering and review documentary evidence - Writing lengthy narrative reports. - Reviewing voluminous and complicated series of facts to ascertain their validity - Utilizing various database and web based programs to verify and gather information. - Testifying at hearings & other official proceedings, accurately, completely and delivers a clear & articulate testimony - Assisting in response to Freedom of Information Law (FOIL) requests and other reporting projects - Overseeing background investigative functions and employee background process in the unit INVESTIGATOR (EMPLOYEE DISCIPL - 31169

Requirements

  • 1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of criminal justice administration and planning, forensic science, human resources, labor relations, auditing, building inspection, or legal affairs; or
  • 2. A baccalaureate degree from an accredited college; or
  • 3. Education and/or experience equivalent to “1” or “2” above.
