About The Position

We are excited to announce a newly created leadership role within our Consumer Protection Division: Supervising Insurance Attorney - Claims Review Team. This position represents a unique opportunity to shape and lead a newly formed team dedicated to resolving some of the most complex and impactful consumer claims disputes in Washington State. Reporting to the Deputy Commissioner for Consumer Protection, the Supervising Insurance Attorney will lead the Claims Review Team (CRT), which focuses on escalated property and casualty claim disputes-including denied claims, settlement disagreements, coverage issues, and adjuster conduct-in personal auto and homeowner insurance. With delegated authority from the Commissioner, the Supervising Insurance Attorney will guide enforcement actions, issue orders, negotiate settlements, and represent the agency in adjudicative proceedings. This role is ideal for an experienced attorney passionate about consumer protection, insurance law, and public service. You'll supervise a team committed to regulatory integrity, consumer advocacy, and meaningful outcomes that support a fair and transparent insurance marketplace. The successful candidate will be required to report to our Tumwater Office once a week during a pre-determined training period.

Requirements

  • Degree from an accredited law school whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report.
  • AND
  • Active license to practice law, preferably from Washington State, with five (5) years demonstrated experience
  • AND
  • Five (5) years of insurance claims management and handling experience.
  • AND
  • One (1) year paid litigation experience
  • AND
  • Five (5) years demonstrated supervisory experience
  • Verifiable experience related to negotiating potentially high impact/visible outcomes.
  • Confirmable history of meeting demands and decision making in high stress, multi-faceted legal matters.

Nice To Haves

  • The insurance industry or insurance regulation field (either as an attorney or practitioner).
  • Government regulation and enforcement.
  • 10 or more years of experience with an insurer managing and handling property and casualty claims.
  • Participating in administrative hearings as an attorney.
  • Program and personnel management at the operations level of an organization.
  • Direct management/supervisory experience.
  • Familiarity with the Washington state legislative process, including bill analysis.

Responsibilities

  • Lead and supervise the Claims Review Team (CRT), overseeing staff handling complex property and casualty insurance complaints and enforcement actions.
  • Exercise delegated authority from the Commissioner to issue enforcement orders, negotiate settlements, and represent the agency in administrative proceedings.
  • Provide legal analysis and recommendations on consumer complaints involving unfair claims practices under RCW 48.30 and WAC 284-30.
  • Conduct legal research, draft legal opinions, and manage a caseload of regulatory and enforcement matters.
  • Support legislative and rulemaking efforts, including reviewing proposed legislation and testifying as needed.
  • Collaborate with the Attorney General's Office on litigation and agency representation.
  • Supervise and mentor staff, ensuring legal accuracy, performance consistency, and professional development.
  • Serve as a proxy for the Deputy Commissioner when needed, and assist in addressing emerging legal and operational issues.
  • Maintain ethical leadership and promote a fair, effective regulatory environment that protects Washington consumers.
