About The Position

The Office of the Assessor-Recorder-County Clerk (ARC) is recruiting for Supervising Auditor-Appraisers who plan, assign, evaluate and supervise, technical, clerical and/or auditor-appraisal staff engaged in personal property assessments and audits as well as in the maintenance and completion of the annual personal property unsecured assessment roll. The list established from this recruitment will be used to fill current and future vacancies as they occur. For more detailed information, refer to the Supervising Auditor-Appraiser job description.

Requirements

  • Must possess a completed/awarded Bachelor's Degree in Accounting or Bachelor's Degree in another field with 18 semester (27 quarter) units of completed accounting and auditing courses. Transcripts must be submitted with the application if your degree is not in Accounting.
  • Must possess current or past permanent appraiser certificate for property tax purposes issued by the California Board of Equalization and experience performing mandatory audits. Per Revenue & Taxation Code Section 469.
  • Must possess three (3) years of professional journey-level experience performing audit-appraisals of commercial-industrial business property and fixtures in a California County Assessor's office. Experience equivalent to an Auditor-Appraiser II with the County of San Bernardino.
  • A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

  • Lead or supervisory experience performing business property appraisals and audits in a California Assessor's office.

Responsibilities

  • Assigning and evaluating work including the appraisal of business property, boats, aircraft, and leased equipment.
  • Explaining property tax rules and regulations to the public as it relates to personal property.
  • Reviewing and approving audit reports, roll corrections, and appeal stipulations.
  • Planning and coordinating training for Auditor-Appraisers, technical, and clerical staff.
  • Organizing the mandatory audit program and coordinating work with other counties in the Cooperative Audit Exchange Program.
  • Overseeing the E-File process.
  • Supervising and completing the annual Property Statement cycle.
  • Representing the Assessor at conferences or meetings.
