About The Position

SUMMARY: Manage the tasks and services of Public Service as well as training and supervision of personnel in their daily efforts. Maintain effective working relationships with other City departments and outside organizations to facilitate joint projects. ESSENTIAL DUTIES – Essential Duties include, but are not limited to, the following: Assume management responsibility for all services and activities within the Public Service Department. Plan, direct, coordinate, and review work plans; assign work activities, projects and programs; review and evaluate products, methods, and procedures; coordinate with staff to identify and resolve problems. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load; identify opportunities for improvement and implement approved changes. Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including infrastructure and equipment maintenance. Participate in the development and administration of the annual budgets to include forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures. Purchase equipment and materials in accordance with the City of Coffeyville’s Procurement Policy. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works; serve on boards and committees as assigned. Attend training as required. Serve as liaison with other City departments, divisions and outside organizations and agencies; negotiate and resolve sensitive and controversial issues. Prepare and present staff reports and prepare other necessary correspondence, as needed. Respond to and resolve citizen inquiries and complaints. Ensures the proper construction and maintenance of City streets which includes, but is not limited to: Asphalt Work Concrete Work Curb and Gutter Repair Signage Snow & Ice Control Street Sweeping Traffic Control Tree Trimming Ensures equipment is properly maintained and in good working order. Recommends repairs or replacement. Participate in the selection, training, and evaluation of department personnel; provide for or coordinate staff training, work with employees to resolve complaints and correct deficiencies; implement disciplinary and termination procedures. Leads and motivates employees to achieve department goals. Provides for the safety of self and other employees through on the job training and formal safety training. Coordinates assignment of equipment and personnel with foremen and directors, assures availability of equipment and materials for projects and maintenance tasks. Organize work crews in times of emergency (snow and ice, floods, etc.) Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. On call 24 hours a day, 7 days a week.

Requirements

  • Associate’s degree or equivalent from a two-year college or technical school plus 5 years’ related experience; or ten years related experience in a supervisory role and/or training; or equivalent combination of education and experience. Requires a good mechanical aptitude.
  • Must have satisfactory knowledge of the following: Recent developments, current literature and sources of information regarding public works operations, services, and activities. Safe handling of traffic in a construction zone. Operations, services, and activities of the City. Principles and practices of municipal budget preparation and administration. Principles of supervision, training, and performance evaluation. Pertinent Federal, State, and Local laws, codes, and regulations. Modern office procedures, methods, and computer equipment.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively and communicate with the public and employees of the organization.
  • Ability to calculate figures and amounts such as discounts, percentages, slopes, grades and elevations, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to work fractions.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Make sound decisions and use good judgment; demonstrate intellectual capabilities; evaluate the effectiveness of programs and personnel; analyze and interpret data and trends; estimate time and materials needed for projects.
  • Must possess a valid driver’s license and have the ability to obtain a commercial driver’s license, if necessary.
