About The Position

Under general direction, supervises and coordinates the successful implementation of the functions and activities of the Link Light Rail Operations from design phase through construction, final testing, and revenue service phases; oversees the Agency’s contracted operating agency by auditing performance, reviews costs, and manages work products; interacts with all internal and external customers such as state, federal, and/or city representatives; works with all local emergency services agencies in providing information and feedback on all aspects of the Link Light Rail operations plans; audits various third party contracts and contractors to ensure work is performed to specifications and budget; assists in setting operating budget criteria to meet Agency budget goals and guidelines; procures equipment and tools to meet operating needs as required; assists the Department by meeting departmental and Agency goals and objectives; and assists the Light Rail Operations and Planning Manager on any and all matters as assigned.

Requirements

  • Bachelor’s degree in Transportation Planning, Urban Planning, Business Administration, Public Administration, Public Policy, Engineering, Engineering Technology, Architecture, Industrial Psychology, Operations Research, Security Management, or closely related field. Five years of increasing responsibility in rail road operations experience that includes administrative and service transit system; Or an equivalent combination of education and experience.
  • Valid state driver’s license. This role will support active construction sites, stations, and facilities, including locations that are not currently served by transit. Driving an agency vehicle will be necessary to monitor the project and respond to emergent situations at any time of day, within assigned projects and project corridors.
  • Extensive knowledge of Light Rail Transit operations and principals; knowledge of control room dispatch process to run train operations.
  • Advanced principles and practices related to Light Rail Operations and Maintenance.
  • Special applications such as AutoCAD, MS Project, Enterprise 1, SCADA (Supervisory Control and Data Acquisition, and other basic software languages and interfaces.
  • APTA Rail Standards & Practices, design criteria, federal reports such as those from FTA, NATB.
  • Contract management.
  • Principles and practices of program development and administration.
  • Contract procurement strategies and management principles.
  • Policy and procedure development.
  • Pertinent federal, state, and local laws, codes, and regulations as they apply to light rail transit operations.

Responsibilities

  • Interfaces with all internal and external representative to explain the role and responsibilities of Link Operations; requests information to clarify or explain Central Link Operations; explains link operations responsibilities, including various agreements and contracts.
  • Develops and/or reviews documentation to meet operational needs and requirements in preparing the light rail system for testing, pre–revenue and revenue service.
  • Provides assistance and coordination to King County Metro operations superintendents in meeting Central Link obligations in meeting operating strategy, training, and support system testing.
  • Actively participates on various committees such as Fire/Life Safety, Light Rail safety, National Transit Database (NTD) reporting, Rule Book, Light Rail Standard Operating Procedures, System Certification, U Link and Yard expansion, and East Link Operations review.
  • Responsible to audit, administer, and procure contracts to meet operational needs, start-up Task Order Process auditing between King County Metro and the Agency.
  • Provides training oversight for operational needs; reviews all training submittals related to operations and monitors compliance; works with resident engineers on training contractual requirements; assists Link Control Center on operational readiness needs and equipment; develops various maps and aids to assist operational needs; and conducts reviews of design submittals and CADD drawings.
  • Participates in the development and implementation of goals, objectives, policies, priorities, and budgets for assigned projects, services, and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.
  • Embraces agency values and prioritizes internal and cross-departmental collaboration to achieve successful outcomes for the assigned project and other agency initiatives.
  • Participates in departmental initiatives and supports the planning and execution of strategic business priorities.
  • Maintains effective working relationships with external partners that may include federal, state, and local officials, project partners, and key community stakeholders.
  • Provides departmental support on assigned matters; may serve on working groups and committees; prepares and presents reports and correspondence; participates in professional and industry groups; monitors and integrates relevant trends and developments; and ensures consistent and effective application of policies and compliance with laws and regulations.
  • Takes full accountability for ensuring compliance with Sound Transit policies and procedures and for delivering the project as a safe, secure, and reliable high-capacity transit system to ST Operations.
