About The Position

ICF is seeking a Substation Site Development Engineer to support site development engineering for high‑voltage substations (12kV to 500kV). This role focuses on grading, stormwater, civil site layout, erosion control, access road design, drainage, and other key civil site development activities that support the safe and reliable construction of substation facilities. Requirements

  • Bachelor’s degree in Civil Engineering (or related discipline)
  • 2+ years of experience in the following:
  • Civil/site development engineering
  • Autodesk Civil 3D for grading, surfaces, and site design
  • Preparing civil site development plans such as grading, stormwater, or erosion control
  • Bluebeam for markups and review

Nice To Haves

  • Ability to prioritize work while working in multiple projects
  • Excellent interpersonal and communication skills
  • Experience supporting site development for substations, utilities, or industrial facilities
  • Knowledge of hydrology/hydraulics and stormwater modeling tools
  • Familiarity with permitting processes (SWPPP, NPDES, local stormwater rules, etc.)
  • Advanced user of Microsoft products, specifically Word and Excel
  • Working knowledge of substation design principles and site development interface
  • Knowledge of the practical application of engineering science and technology, including the ability to relate various equipment to technical design.

Responsibilities

  • Design and preparation of Substation Site Development deliverables:
  • Substation site grading plans
  • Stormwater management plans, hydrologic/hydraulic calculations, and drainage reports
  • Erosion and sediment control plans
  • Access road layout and design
  • Yard layout coordination and site optimization
  • Drainage design, culvert sizing, and ditch/berm design
  • Oil containment system design (berms, trenches, impervious liners)
  • Substation site demolition and restoration plans
  • Development of Bill of Materials based on Design Criteria
  • Coordination with electrical physical design, structural, and protection & controls teams
  • Integrating geotechnical recommendations into site design
  • Supporting permitting documentation for stormwater, erosion control, floodplain, and other civil requirements
  • Participating in client meetings and performing site visits as required
  • Interpreting and incorporating vendor/contractor information into design deliverables
  • Applying client standards and ensuring all QA/QC processes are followed
  • Continuous improvement of engineering, technical knowledge, and professional skillsets
