About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The Substance Use Disorder (SUD) Policy Consultant, classified as a Human Services Program Consultant III, is a member of the Behavioral Health and IDD unit and reports to the Behavioral Health Policy Manager. This position is responsible for planning and development of Medicaid SUD clinical coverage policies and State Plan Amendments. for both adolescents and adults. This position is also responsible for monitoring the clinical quality of the services offered, as well as health plans and provider adherence to policy requirements. The Substance Use Disorder Policy Consultant will engage with both internal and external stakeholders, including other divisions, to develop and amend clinical coverage policies and the State Plan to support the provision of high-quality behavioral health services in North Carolina. DHB manages and oversees North Carolina Medicaid and other programs that provide access to services and supports for parents, children, seniors, people with intellectual / developmental disabilities, and behavioral health, substance use and traumatic brain injury disorders. With a budget over $27 billion in state and federal funds per fiscal year, DHB ensures that more than 108,000 enrolled providers are reimbursed for delivering covered services to 3.1 million beneficiaries.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.

Nice To Haves

  • Working knowledge of the delivery of mental health/substance use disorder services in North Carolina.
  • Considerable knowledge of the treatment of substance use disorder (SUD) and The American Society of Addiction Medicine (ASAM) Criteria.
  • Working knowledge of the state and federal programs that govern mental health, developmental disabilities and/or substance use services.
  • Experience with compliance monitoring, program reviews, utilization management, or care management.
  • Proven ability in establishing and maintaining effective working relationships with internal and external stakeholders.
