About The Position

Join our team as a Subscription Lead Reference Librarian to drive innovation in library services and digital engagement. This role curates library collections, manages subscriptions, and leads innovation efforts that enhance access to critical child welfare resources. The Subscription Lead Reference Librarian manages the Child Welfare Information Gateway library collection by researching and selecting new material, preparing subscription-related communications, and ensuring timely dissemination of resources. This role also performs complex research requests, manages the library thesaurus, and identifies and implements available automations and deeper data analytics capabilities through configurations in the library information system to support CQI, innovation and efficiency. Key Responsibilities Lead data retrieval and analysis efforts to integrate subscription/dissemination data with digital collections usage data and tell meaningful, strategically oriented, data-driven stories to illustrate reach and efficacy of our subscription services. Coordinate strategies to grow and maintain Child Welfare Information Gateway subscriptions across multiple channels. Research, evaluate, and select new materials for the library collection to meet evolving user needs, leveraging subscriptions (EBSCO, Lexis Nexis and more), public access resources, and CB-funded resources. Identify, test, and apply AI tools for increased automation, improved efficiency, and improved user experiences when engaging in digital collections workflows, multi-system integration, data integration, and combined search. Work in close partnership with data and evaluation and digital marketing team as well as Alma analytics to identify trends in usage, continual improvement opportunities, and other metrics; complete monthly, quarterly, annual, and ad hoc data retrieval, analysis, and reporting tasks. Respond to complex research requests from internal teams and external stakeholders, delivering high-quality, actionable information. Configure and maintain library systems (Alma, Primo), for subscription content and catalog usage analytics purposes, implement modernization initiatives, and collaborate with IT teams to enhance digital access. Maintain and update the library thesaurus and metadata standards to ensure consistency and discoverability. Track engagement metrics, analyze KPIs, and provide actionable insights to optimize outreach and conversion strategies. Work with program and technical teams to align dissemination strategies with project goals and audience needs. Assist in educating internal teams on digital engagement and marketing strategies. Maintain adherence to industry, ICF, and client/federal guidelines, embracing innovation and continuous improvement. Engage in continual quality improvement (CQI) activities to enhance services, audience segmentation, and collection, curation, and communication across the project. Serve on Information Gateway workgroups to align grant-related efforts with broader project goals. Maintain trusted relationships with internal and external partners to leverage additional ICF resources that support Information Gateway’s mission.

Requirements

  • Bachelor’s degree inDigital Communications, Information Science, Library Science, or related degree
  • 3-5 years copywriting and editing skills for digital content.
  • Working knowledge of copyright regulations and licensing requirements for digital content.
  • 3-5 years experience in library automation, digital engagement strategies, and data-driven decision-making.
  • Ability to understand and apply AI tools for information retrieval, content curation, and workflow optimization.
  • Proficient with M365 applications (e.g. Word, Excel, and PowerPoint).
  • Proficient with virtual communication platforms (Teams, Zoom, Mural, etc.)
  • Proficient in library information system (LIS), library management system
  • Excellent organizational and communication abilities with attention to detail.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Basic understanding of digital marketing channels (email, social media, other communication channels) including GovDelivery
  • Basic understanding of digital library catalog systems including Ex Libris (Alma and Primo).
  • 1-3 years demonstrated experience in subscription analytics, campaign management, and KPIs.
  • Strong problem-solving skills and adaptability to new tools and technology.
  • Flexibility to occasionally work outside standard business hours to meet deadlines.

Nice To Haves

  • Master’s degree in Library and Information Science (MLIS), Digital Communications, Information Science or related field.
  • 3–5 years of experience in library services, reference, or digital resource management.
  • Strong knowledge of digital copyright law, metadata standards, and thesaurus management.
  • Proficiency with software and platforms specific to this role, including Ex Libris (Alma, Primo), GovDelivery, and Data Harmony.
  • Demonstrated experience (1-3 years) providing technical assistance to federal partners.
