About The Position

SGI Global is seeking an experienced Subject Matter Expert (SME) to support the Metropolitan Washington Council of Governments (MWCOG) under the Preparedness Planning, Program Management, Administrative, and Training & Exercise Services IDIQ. The SME will provide expert technical analyses, guidance, and specialized support across a range of homeland security and emergency management initiatives within the National Capital Region (NCR). This position directly contributes to the NCR's strategic mission to strengthen regional preparedness, coordination, and resilience.

Requirements

  • Bachelor's degree, Master's degree, or equivalent experience in emergency management, homeland security, public administration, or a related field.
  • Minimum of ten (10) years of related work experience in homeland security, emergency management, or public safety.
  • Demonstrated ability to lead complex projects, conduct high-level analyses, and develop actionable recommendations for government clients.
  • Excellent written and verbal communication skills, with experience preparing executive-level briefings and reports.
  • Proven record of collaboration with diverse stakeholders including federal, state, and local agencies.
  • Strong organizational and leadership skills with the ability to manage multiple priorities in a fast-paced environment.
  • U.S. citizenship and ability to pass a background investigation commensurate with contract requirements.

Responsibilities

  • Provide advanced technical expertise and advisory support in assigned subject areas related to emergency management, homeland security, or related disciplines.
  • Lead or contribute to the development, review, and implementation of preparedness plans, training curricula, and exercise programs in accordance with national standards and NCR priorities.
  • Prepare reports, presentations, white papers, and other documentation summarizing findings, recommendations, and policy or operational guidance.
  • Participate in meetings, working groups, and technical committees with federal, state, and local partners to support collaborative planning and decision-making.
  • Supervise and mentor planning or analytical staff, ensuring quality and accuracy in project deliverables.
  • Provide quality assurance reviews and expert input on draft materials developed by other team members.
  • Support after-action processes and improvement planning activities following exercises or real-world incidents.
  • Contribute to the development and application of innovative approaches and best practices that enhance regional preparedness and operational effectiveness.
