About The Position

The Subject Matter Expert - Program Advisor serves as an advisor responsible for developing, managing, and overseeing U.S. foreign assistance within the economic sector in Europe, Eurasia, and Central Asia. The Subject Matter Expert - Program Advisor provides leadership in the design, implementation, monitoring, and evaluation of activities across a broad swath of economic and geographic areas that mobilize private capital and promote private sector engagement and investments that advance U.S. foreign policy priorities.

Requirements

  • Master’s degree in economics, international relations, business, finance, or a related field.
  • Minimum of 10 years of relevant professional experience in economic development, trade and investment facilitation, private sector engagement, or a related field.
  • Demonstrated experience with U.S. foreign assistance including with project design and implementation.
  • Strong analytical, communication, and interpersonal skills.
  • Active Secret clearance.

Responsibilities

  • Support the strategic planning, design and implementation for economic foreign assistance projects in Europe, Eurasia, and Central Asia with an emphasis on private sector engagement, investment facilitation, and trade promotion.
  • Provide guidance and subject matter expertise on project design and management for economic foreign assistance projects.
  • Analyze regional economic trends in Europe, Eurasia, and Central Asia; identify opportunities for U.S. engagement; and develop recommendations for project interventions.
  • Assist EUR/ACE in coordinating with U.S. government agencies, international organizations, and private sector stakeholders to advance project objectives and ensure alignment with U.S. policy goals.
  • Prepare briefings, reports, and policy papers for senior Department leadership on economic issues affecting the region.
  • Support the monitoring and evaluation of project performance, ensuring compliance with Department standards and best practices, and provide recommendations for improvement.
  • Represent EUR/ACE in interagency meetings, working groups, and external engagements as required, at the direction of government staff.
