The Subcontracts Manager at ENSCO is responsible for managing all aspects of subcontracting processes, including proposal preparation, compliance with customer requirements, and monitoring subcontractor performance. This role involves collaboration with various internal teams and external entities to address business risks and ensure adherence to company policies. The Subcontracts Manager will also handle contractual documentation and resolve issues related to subcontractor agreements.

  • Support proposal responses to ensure compliance with customer flow-down requirements.
  • Monitor subcontractor payment milestones and performance.
  • Address performance and/or funding issues with subcontractors.
  • Maintain contractual documentation and file information.
  • Collaborate with Contracts, Procurement, and Program Management personnel.
  • Ensure compliance with company policies and procedures.
  • Perform all other position-related duties as assigned.
  • Bachelor's degree or equivalent with a minimum of 7 years of related experience, including supervisory experience.
  • Knowledge of Commercial Contracting terms and U.S. Federal Acquisition Regulations (FAR), including DFAR and Multiple Award Schedules.
  • Experience with different contract types such as Firm-Fixed-Price (FFP), Cost Reimbursement, and Time & Materials.
  • Direct responsibility for preparation and negotiation of subcontract agreements.
  • Experience in establishing Subcontracting Plans and conducting reporting requirements in accordance with FAR.
  • Excellent analytical and communication skills.
  • Experience with Microsoft Excel.
  • Knowledge of Deltek Costpoint or similar management system.
  • Experience in government contracting environments.
  • Familiarity with export control procedures.
