Requirements

  • BS/BA degree.
  • Minimum of three (3) years’ specialized experience administering contracts/subcontracts, purchasing or contract administration using a variety of contract types in CONUS/OCONUS.
  • Possess a thorough working knowledge of the Federal Acquisition Regulations (FAR), DoD FAR Supplement, and other departmental supplements as applicable.
  • Proven ability to influence internal stakeholders and work collaboratively.
  • Prefer a minimum of one (1) years’ experience working with DoD contracts or subcontracts.
  • Prefer a minimum of one (1) years’ experience working with Construction type subcontracts.
  • Must retain a security clearance or be capable of obtaining a clearance if required.
  • US Citizenship is a required.

Responsibilities

  • Administer subcontracts for various V2X Programs within the CONUS region involving both foreign and domestic subcontractors.
  • Execute and administer various types of Subcontracts and Purchase Orders (POs) through close-out, ensuring compliance with corporate policies and procedures, legal guidelines, FAR/DFARS clauses, and customer requirements.
  • Work on complex subcontract matters in both domestic and contingency locations and provide Program Management with contractual guidance.
  • Protect the legal and financial interest of V2X during discussions and interactions with customers and suppliers.
  • Draft Request for Proposals, develop source selection criteria, analyze cost/price data to determine price reasonableness, lead negotiation efforts with subcontractors, and review and interpret clauses, formal amendments, agreements and legal documents.
  • Support all internal and external audits, and provide program support to both internal and external customers.
  • Perform a full range of subcontract activities associated with the administration of subcontracts.
  • Qualify suppliers, issue RFPs, evaluate proposals, document cost and/or price analysis, execute subcontracts incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations.
  • Monitor subcontractor performance to ensure that all contract terms and conditions are met while adhering to cost/schedule and mission requirements.
  • Document subcontractor performance using the V2X Subcontract Past Performance Rating System – SPPRS.
  • Make recommendations to management on subcontract issues and execution of subcontract documents.
  • Drive innovation in acquisition strategy for responsible programs/subcontracts.
  • Assist in coordination with other functional areas, CONUS locations and other Regional locations on matters related to subcontracting administration.
  • Award subcontract total value, authorize funding, review and validate subcontractor invoices for payment.
  • Provide subcontract support to the Business Development/Capture Team.
  • Verify and ensure Subcontract documentation is compliant to the V2X Corporate Procurement Manual, policies and procedures, and FAR/DFARS.
  • Conduct reviews and preliminary audits of subcontract administration documentation.
  • Perform other duties and special projects as assigned.
