About the position

An exciting opportunity currently exists for an experienced Senior Subcontracts Administrator to join Bechtel's Mining & Metals Thacker Pass Project team. Reporting to the Subcontracts Administration Supervisor during the contract administration and construction phase, the role will entail contract formation and administration duties for both goods and services. As you will be required to effectively liaise with the client, corporate groups, functional departments, global business unit contracts personnel, and project supervisors, as well as maintain relationships with bidders and contractor personnel, we are looking for someone with excellent interpersonal skills who can work collaboratively and inclusively.

Responsibilities

  • Develops, issues, and administers contracts and services agreements as assigned.
  • Prepares bidders' lists, ensuring supporting input is received from relevant stakeholders and pre-qualifies bidders.
  • Forms bid request packages, addenda, and other bid cycle correspondence, ensuring proper format, content and project requirements are met.
  • Facilitates Pre-Bid Package Risk and Strategy Workshop(s).
  • Issues bid request packages to approved bidders.
  • Coordinates bidder and Company clarification questions and responses.
  • Receives and evaluates bids commercially.
  • Directs negotiations and prepares proposed negotiating plans as required.
  • Prepares Commercial Bid Summary and Recommendation for Award.
  • Recommends and secures approvals in accordance with established procedures.
  • Prepares contract documents for execution.
  • Prepares and maintains control and status reporting documents.
  • Prepares and organizes assigned Contracts Sponsored meetings, both pre and post award.
  • Conducts weekly operational meetings and prepares and issues meeting notes.
  • Represents client as agent for in contractual discussions for highly complex contracts.
  • Administers assigned contracts and (sub)contracts maintaining a continual review of progress.
  • Assesses and processes Contractor invoices in a timely manner.
  • Leads and advises internal stakeholders on operational activities affecting contractual rights and obligations.
  • Administers Simple and Semi-Complex contract changes by leading negotiations.
  • Administers information programs to ensure mutual understanding of contract terms.
  • Prepares periodic status reports as required.
  • Is familiar with the project's estimate baseline for assigned packages.
  • Accountable for adherence and integrity of assigned subcontracting records management.
  • Ensures that project contracting of goods and services is consistent with established directives.

Requirements

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 10-14 years of relevant work experience.
  • Proficiency and broad experience in the formation and administration of contracts.
  • Experience formulating and administering semi-complex construction industry (sub)contracts.
  • Extensive knowledge and experience in (sub)contract administration required.
  • Experience in developing semi-complex contract types, fee arrangements, terms, and conditions.
  • Knowledge of law, commercial negotiations, accounting, and cost engineering.
  • Working knowledge of change management procedures.
  • Skilled in working with and communicating effectively with supervisors of other project functional groups.
  • Experience in supply chain / procurement automation management tools and databases.
  • US Project contracting, and execution experience preferred including Davis Bacon Act and Project Labor Agreement governed work.
  • Mining and metals project experience a plus.
