Requirements

  • Minimum of two (2) years of responsible experience performing the duties as a Structure Representative, or four (4) years of responsible experience as an Assistant Structure Representative, for similar construction inspection projects.
  • Registered professional engineer licensed in the State of California.
  • Valid Driver's License.
  • Valid Standard First Aid Certificate.
  • Must possess a valid American Society for Testing Materials (ASTM) or California Test Methods (CTM), or American Concrete Institute (ACI) as required and applicable prior to reporting to work.
  • Registered professional engineer licensed in the State of California.
  • ACI Field Tech Level I.
  • Knowledge and experience with equipment used in structure construction inspection, surveying, and construction office engineering.
  • Knowledge of computers, computer applications, and computer software programs such as Microsoft Office (Word, Excel, PowerPoint, and others); Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project.
  • Knowledge and experience with principles of effective communication.
  • Knowledge and experience with monitoring labor compliance.
  • Knowledge and experience with subcontracting laws and policies.
  • Program and the General Permit.
  • Knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual.
  • Experience in Dispute Review Board (DRB) meetings and preparing position paper.
  • Knowledge and experience with analyzing construction claims and reviewing cost.
  • Knowledge and experience in keeping complete, accurate, and concise records of the work and quantities.

Responsibilities

  • Contract & Construction Oversight Ensure compliance with construction contract requirements and shop drawings.
  • Verify field dimensions and provide vertical/horizontal field control for structures.
  • Attend preconstruction meetings to understand contractor scope, material prequalification, testing, and lead times.
  • Prepare daily Assistant Resident Engineer reports and Extra Work Daily Reports.
  • Record and file documents: daily reports, monthly pay estimates, job expenditures, field measurements, and test data.
  • Prepare progress and final payment quantity documents.
  • Assist in preparing change orders, pay estimates, responses to claims, and related reports.
  • Prepare calculations, records, reports, and correspondence for project activities and claims.
  • Assist in preparing final as-built plans and reports.
  • Review submittals: shop drawings, product data, samples, test data, QC plans, work plans, material sources, and evaluation reports.
  • Shop drawing reviews include: Verifying dimensions, conformance with plans, construction sequence, material submittals, and special handling requirements.
  • Review RFIs and recommend sound engineering solutions promptly.
  • Knowledge of: Stress analysis, material properties, civil engineering math, construction methods, and surveying.
  • Welding, testing, fabrication, erection, and protective coatings for structural steel.
  • Perform stress and deflection calculations for temporary structures (falsework, shoring, platforms).
  • Review erection/removal of falsework and shoofly detours for compliance and adequacy.
  • Ensure compliance with Cal/OSHA, SWPPP, and other regulations.
  • Maintain awareness of safety and enforce regulations for public and personnel protection.
  • Take field samples and perform field-controlled tests for QA.
  • Obtain and maintain certifications: ACI for concrete and grout testing.
  • Identify future material testing needs and coordinate with Caltrans units.
  • Identify actual/potential project problems and recommend timely solutions.
