About The Position

Under general supervision, the purpose of this position is to supervise, direct, and manage street and maintenance crews and the operation of heavy equipment. Employees in this classification perform skilled and supervisory work. This position is responsible for maintenance, repair, and construction of street, drainage systems, and alleys. Employees in this position perform technical and manual work. Performs all other related work as required.

  • Ability to exercise the judgment required in situations characterized by repetitive or short cycle operations covered by set procedures or sequences.
  • Ability to perform coordinated movements involving placing and turning motions, such as operating, backhoe, dump truck and trailer, front-end loader, large mowers, tractors, air compressor, gas and electrical pumps, and various hand tools.
  • Knowledge in Work Zone Traffic Control such as flagging, lane closures, sign placements and road closures.
  • Knowledge in construction of new asphalt and concrete roads and maintenance of existing asphalt and concrete roads.
  • Knowledge in the application of crack sealing streets.
  • Knowledge in performing patching, making utility cuts, and repairing base failures.
  • Knowledge of occupational safety and health rules, regulations, practices, and procedures.
  • Skill in planning and coordinating work site activities.
  • Skill in effective supervising and delegating duties to assigned staff.
  • High school diploma or GED; supplemented by two (2) years previous experience and/or training involving maintenance and repair type work, or an equivalent combination of education, training, and efficiently operating various types of trucks in the hauling and distribution of materials.
  • National Incident Management System courses (Certificate IS-700, IS-800, IS-552, IS-703, IS-556, IS-558, IS-544, IS-200 and IS-100) required or must be obtained within the first 6 months.
  • Must pass a drug screen and background check.
  • Must have valid Class A Texas Driver's License

Nice To Haves

  • Prior experience of two (2) years streets or utility maintenance and construction experience: or equivalent combination of education and experience. Prior experience in supervisory methods and practices

Responsibilities

  • Leads work activities of crew in the field; leadership duties include instructing, assigning, reviewing and planning work of others; monitoring standards; coordinating activities; allocating personnel; and recommending employee transfers and discipline as appropriate. Keeps supervisor informed of problems and developments.
  • Inspects job sites and enforces safety procedures.
  • Operates, checks, and maintains moderate to complex equipment.
  • Responds to citizen complaints and concerns.
  • Responds to emergency situations after hours, on weekends, and Special Events.
  • Serves on callout crew, as needed.
  • Maintains and cleans tools and job sites.
  • Assists supervisor with employee interviews, performance appraisals, discipline. etc.
  • May issue tools and supplies as necessary and ensure safe working conditions within work areas.
  • Operates simple to moderately complex equipment, i.e., back hoes, loaders, paving machines, front-end loaders, gradalls, concrete vibrator, box blades, jack hammers, motor grader, skid steer loaders, sand spreader, track hoe, steel wheeled rollers, spray injection truck, and milling machine.
  • Operates various types of trucks in the hauling and distribution of materials. May transport heavy equipment to and from job site.
  • Participates in establishing traffic control devices such as signs, barricades and cones. Guides traffic safely at work sites.
  • Schedules excavation of utility water cuts and calls appropriate 811 line locates.
  • Performs preventive and simple corrective maintenance on mechanical equipment.
  • Responds to emergency situations after hours or on weekends. Assists personnel under charge in all facets of task performed as needed.
  • Maintains operational records; schedules work orders; checks job sites. Calculates materials needed for jobs. Assists in preparation of monthly reports using CityWorks work order system. Makes recommendations for budgeting needs.
  • May assist in training new crew members. Directs personnel to ensure compliance with applicable regulation, and city policies.
  • Complies with all written City policies and procedures.
  • Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Works weekend days as scheduled or needed, due to emergency.
  • Performs related duties as assigned.
