About The Position

The City is seeking a skilled and dependable Streets Foreman to provide hands-on leadership in the maintenance of streets, drainage systems, and public rights-of-way. This position oversees field crews while performing complex, safety-sensitive work including snow and ice control, asphalt and concrete repair, drainage maintenance, and emergency response. The Streets Foreman coordinates daily work activities, enforces safety policies, supports equipment and material management, and serves as a key point of contact between crews, supervisors, and the public. This role is ideal for an experienced public works professional who values teamwork, safety, and high-quality service to the community. In addition to the duties of the streets technician’s II, III and IV positions, the streets foreman oversees assigned employees in the field while completing maintenance of streets, drainage ways and right of ways including but not limited to snow and ice control operations, asphalt paving and patching, concrete forming and finishing, drainage way maintenance, culvert installation, storm grate maintenance, metal welding and fabrication, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, mowing operations, string trimmer operations, weed spraying, and dump truck operation. Performs specialized work of high complexity. Enforces safety policies and procedures.

Requirements

  • Demonstrated advanced knowledge in public works, specializing in streets and drainage systems, including their construction, operation, and routine maintenance.
  • Advanced knowledge of the use of equipment used to maintain the streets infrastructure and drainage systems.
  • Advanced knowledge of computer hardware and software to maintain record systems. Develops database applications.
  • Advanced knowledge of and ability to enforce city safety policies and procedures.
  • Proficient knowledge of city engineering specifications and meter accuracy standards.
  • Proficient knowledge of city traffic control standards.
  • Advanced working knowledge of flagging, signing and coning procedures.
  • Receives general direction from the Streets supervisor.
  • Assists the streets supervisor in establishment of weekly priorities.
  • Generally expected to evaluate and respond to new situations that require immediate attention.
  • Fieldwork is completed independently and given latitude to oversee specific situations that require immediate attention.
  • Oversees employees in the field.
  • Provides input and feedback on employee evaluations.
  • Reports program status to the utility supervisor on a regular basis.
  • Proficient financial accountability: Ability to use computer hardware and software, tandem axle dump trucks with trailer, snow removal equipment, front-end loader, backhoe, street sweeper, patch truck, asphalt roller, concrete saw, hydro-tamper, slope and industrial mowing tractors, distributor truck, tack trailer, forklift, and skid-steer, sidewalk sweeper, gator, portable welder, portable arrow board trailer and hydraulic hand tools.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Must be able to operate a motor vehicle.
  • BNSF Railroad Safety Certification.
  • Union Pacific Railroad Safety Certification.
  • Flagger Certification.
  • Forklift Certification.
  • First Aid/CPR/AED Incident Command System (ICS) ICS-100.
  • CDL Class A with tanker endorsement.
  • A valid Colorado driver’s license and acceptable driving record is required.
  • This is a safety sensitive position requiring participation in a pre-employment, for-cause and random drug testing program.
  • High School/GED
  • Five (5) years’ of experience within infrastructure or construction experience.

Responsibilities

  • Oversees co-workers in field maintenance operations including but not limited to such programs as snow and ice control operations, asphalt paving and patching, concrete forming and finishing, drainage way maintenance, culvert installation, storm grate maintenance, metal welding and fabrication, street sweeping, sidewalk and handicap ramp sweeping, street island cleaning, trash cleanup, mowing operations, string trimmer operations, weed spraying, and dump truck operation.
  • Dispatches snow and ice control operations working closely with the police department, route drivers and the public.
  • Oversees employees in the field while performing maintenance of the streets and drainage infrastructure systems to ensure safe streets and drainage ways to customers and discover any maintenance or repair needs.
  • Oversees co-workers in the field in the duties associated with the streets division whether in the regular workday or after hours.
  • Communicates with streets supervisor and streets technicians to discuss work assignments.
  • Meets with streets supervisor in the planning, orders of supplies, scheduling repairs, and directs the completion of assigned work programs for the section.
  • Recommends to streets supervisors work plans and schedules, infrastructure replacement, equipment and hand tool needs and priorities.
  • Completes work orders and reports.
  • Exercises initiative and judgment as well as making decisions within the scope of assigned authority.
  • Addresses and handles citizen/customer concerns in a timely, professional manner, making decision and discussing potential mitigation with customers.
  • Operates, inspects, and maintains assigned equipment, including but not limited to all of the equipment for streets technician’s II, III and IV’s.
  • Arranges for repairs of equipment.
  • Performs shop and yard maintenance.
  • Responds to emergency situations, whether in the regular workday or after hours.
  • Carries a contact beeper or cell phone for response to after-hour emergency calls on a rotating basis with streets supervisors and streets technician IVs to assist customers as assigned by streets manager.
  • Monitors and orders material inventory.
  • Develops specifications for purchase of new and replacement equipment and materials.
  • Provides field training including safety, equipment operation, and maintenance procedures.
  • Sustains communication with Streets supervisor and crew, managers, fleet maintenance, water system operations, wastewater, engineering division, water quality division, and other city departments.
  • Serves customers, vendors, contractors, and employees of other municipalities and special districts.
  • Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.
  • Acts as supervisor of crew in the absence of the Streets supervisor.
  • Makes recommendations to supervisor for budget allocations pertaining to field operations.
  • Purchases inventory and maintenance items using city procurement card using own discretion.
  • Uses materials regularly including asphalt, tack oil, concrete, road base, sand, salt, magnesium chloride, Roundup, and Rodeo.
  • Performs other duties as required.
