About The Position

Under the direction of the Superintendent of Street Lighting and the Deputy Superintendent of Street Lighting, the Supervising Engineer oversees the new Asset Management unit within the Boston Public Works Street Lighting Division. The Supervising Engineer will oversee all daily aspects of the recently implemented Asset and Case Management System (Cartegraph) to ensure work processes, information integrity, and asset attributes are consistent, accurate, and easily accessible. The Supervising Engineer will be the lead in identifying the short and long-term objectives and creating measures to meet those objectives. The Supervising Engineer will implement a defined process and workflow for projects, maintenance work, and customer-managed relationship tasks performed. The Supervising Engineer shall utilize asset management to track and supervise asset conditions, optimize workflows and create operational efficiencies; develop data-driven budgets and produce reports and recommendations for capital improvement and deferred maintenance programs; develop work schedules using scenario builder; and implement a preventive maintenance program that will schedule proactive, condition-based maintenance tasks based on data analytics and trends including asset age, predicted performance, and inspection data. The Supervising Engineer will also be responsible for managing all aspects of the Distributed Antenna System (DAS) installations, from concept to construction closeout, to ensure effective construction standards are followed, as well as compliance with Public Works Street Lighting standards.

Requirements

  • Applicants must have at least five (5) years of full-time, or equivalent part-time, technical or professional experience in street lighting operations or street light engineering work of which at least four (4) years must have been in a professional capacity, and at least two (2) years have been in a leadership role, such as project management or supervisory capacity. Technical certifications or licenses are preferred. Training or certificates in asset management, i.e., OpenGov asset management. Training or certificates in electrical, including classwork or an electrical license.
  • Ability to collaborate with a diverse range of stakeholders, including other City departments, contractors, public agencies, private consultants, and advocacy groups.
  • Demonstrated ability to manage contractors to ensure timely, high-quality work is completed to meet City construction and lighting standards. Experience managing electrical and telecommunications contractors is preferred.
  • Working knowledge of street light engineering principles, including practices and terminology of roadway lighting design, construction standards, and the costs related to these activities.
  • Demonstrated ability to plan and manage projects and maintenance tasks.
  • Proficiency with cloud-based productivity suites such as Google Workspace or Microsoft Office programs is required.
  • Experience with asset management software is required, and certification with the Cartegraph asset management system is preferred.
  • Ability to exercise good judgment and focus on details as required by the job.

  • Experience implementing new technology, hardware, and/or process improvement is desirable.

Responsibilities

  • Support the Streets Cabinet's mission to deliver world-class basic city services that ensure safety, vibrancy, and quality of life for residents and visitors to the City of Boston.
  • Carry out the programmatic objectives of efficient management and accurate asset attributes to ensure service and repairs are performed optimally, safely, and at the lowest possible cost of ownership.
  • Develop training modules that best fit the needs of the employees to ensure optimal services are provided to the residents of Boston.
  • Assess future-use opportunities for the Cartegraph system (and other systems as applicable) to incorporate important work functions such as engineering reviews, lifecycle management, preventative maintenance, and contractor management.
  • Utilize Cartegraph to track asset conditions and work history, and create, assign, and supervise work orders and tasks, including the design, layout, and installation of Street Lighting infrastructure.
  • Direct and supervise activities of subordinate staff that perform activities pertinent to Street Lighting asset management and DAS contractor compliance.
  • Implement scenario building to track trends and inform annual capital and operating budgets, maintenance programs, and work plans, and a future preventive maintenance program based on data analytics.
  • Utilize Cartegraph to implement contractor management processes and protocols to ensure utilities, DAS companies, and other contractors are meeting City construction and Street Lighting standards.
  • Participate in the formation of policy and development of standard operating procedures for the Asset Management unit, providing advice and interpretative information pertaining to rules and regulations, assessing the rigor of the unit's business process, and recommending business process model changes.
  • Prepare complex reports, analyses, and recommendations to the Superintendent (or his designee) on various engineering and management matters.
  • Provide technical guidance for asset management systems as needed. Interface with all Street Lighting employees to determine optimized use of the asset and case management system by job classification.
  • Evaluate the current system used by staff and identify ways to optimize work processes.
  • Attend meetings as a representative of the Department and work with internal and external stakeholders to ensure basic City services, public safety, and Street Light operations remain efficient.
  • Supervise the 311 work queue and customer-managed-relationship tasks and review and respond to constituent requests in a timely and professional manner.
  • Ensure the Asset Management unit performs its duties in accordance with all applicable Federal, State, and City laws, rules, regulations, standards, ordinances, policies, and procedures governing its respective unit's activities.
