About The Position

The Executive Office of Health and Human Services (EOHHS) is seeking a Strategy and Policy Manager who is strategic, analytically driven, collaborative, and highly motivated to support the Office of the Secretary in advancing high-priority initiatives across the Secretariat. EOHHS is the largest secretariat in Massachusetts state government, overseeing approximately $19 billion in annual expenditures and directly serving more than two million residents across the Commonwealth. The Strategy and Policy Manager will play a critical role in managing and supporting a portfolio of agency strategic plans and cross-agency initiatives focused on policy development, program design, operational improvements, and data-driven decision-making. This position requires the ability to conduct both qualitative and quantitative analysis, synthesize complex information, and present clear, actionable recommendations to executive leadership. The selected candidate will collaborate with internal and external stakeholders, including agency leadership, program staff, providers, vendors, and advocacy organizations, to support the development and implementation of strategic initiatives and other secretariat priorities. The Strategy and Policy Manager will also support the development of data strategies, governance frameworks, and analytical roadmaps to strengthen program performance and inform policy decisions.

Requirements

  • Knowledge of policy development, program management, and strategic planning principles and practices.

  • Demonstrated proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Nice To Haves

  • Experience working in state or federal government, healthcare, Medicaid, or human services environments.
  • Experience supporting executive leadership or working within a strategy, policy, or central office function.
  • Experience managing cross-agency or enterprise-wide initiatives.
  • Strong data analysis and reporting skills, including experience working with large datasets or data visualization tools.
  • Familiarity with data governance, performance management, and strategic planning frameworks.

Responsibilities

  • Lead and manage high-priority policy initiatives and strategic projects across EOHHS, working with internal stakeholders, agency partners, and external organizations.
  • Coordinate review of EOHHS Agency strategic plans and synthesize details to EOHHS leadership.
  • Design, conduct, and synthesize qualitative and quantitative analyses to inform policy development, program design, and operational improvements.
  • Serve as an internal consultant across a wide range of program areas, providing data-driven insights and strategic recommendations to leadership.
  • Prepare and present policy recommendations, briefings, and strategic updates to the Office of the Secretary and executive leadership.
  • Translate complex policy, data, and operational concepts into clear, concise communications for a broad audience.
  • Manage a portfolio of strategic policy initiatives across multiple EOHHS agencies, ensuring alignment with Secretariat priorities.
  • Research and evaluate best practices from federal, state, and private sector organizations to inform policy and program innovation.
  • Develop reports, presentations, and data summaries to support decision-making and track progress on key initiatives.
  • Collaborate with internal and external stakeholders—including agency leadership, providers, advocates, vendors, and community partners—to gather input and advance initiatives.
  • Support the development of data strategy, governance frameworks, and analytical roadmaps aligned with agency needs.
  • Identify programmatic gaps, risks, and opportunities, and recommend actionable solutions to improve outcomes.
  • Support the day-to-day operations and cross-agency coordination efforts of the EOHHS Strategy Team.
