About The Position

ProSidian Seeks a Strategic Sourcing & Procurement Consultant | Process Improvement Analyst 4 [MontCo0017016] for Program Support on a Exempt W2: No Overtime Pay Basis Technical Element located CONUS - Norristown PA Across The CONUS - Northeastern United States (USA) Region supporting A county government in the State of Pennsylvania (known as MontCo), Philadelphia, and is part of the Delaware Valley metropolitan area and is the third-most populous county in the state, with Norristown as its county seat. Seeking Strategic Sourcing & Procurement Consultant candidates with relevant Government And Public Services Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Government And Public Services Sector Clients such as MontCo. This as a Technical Element or Contract W-2 (IRS-1099) Process Improvement Analyst 4 Functional Area Professional - Operations Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

Requirements

• Strong background in public procurement, contract law, and strategic sourcing.
• Experience with cooperative agreements and multi-jurisdictional procurement models.
• Bachelor’s or Master’s in Supply Chain, Business, Public Administration, or related field.
• 5–8 years in public or private sector strategic sourcing.

• Market research, cost analysis, supplier negotiations, sourcing strategies, ERP systems, procurement software (e.g., SAP Ariba).
• Strategic thinking, compliance awareness, analytical skills, vendor relationship management, communication.

Responsibilities

• Lead the evaluation of current procurement practices, identify opportunities for strategic sourcing, and implement cost-effective supplier strategies.
• Develop frameworks for cooperative purchasing and vendor consolidation.
• Facilitate RFIs/RFPs in alignment with regulatory and budgetary goals.
